New Build Contractors (Offsite Construction, Delivery & Install)

The tender is issued by Procurement Assist Ltd on behalf of Integrated Facilities Management Bolton Ltd (iFM Bolton) to add new service providers to a 60‑month Dynamic Purchasing System (DPS) covering new build contractors that specialise in off‑site construction, delivery, and installation. The DPS will be available for use by iFM Bolton and the wider UK public sector, providing a rapid procurement route that bypasses the usual Open JUCTG procurement steps. The system will remain open until 31 May 2029, with applications available throughout this period and an annual review to assess amendments, extensions, termination or re‑procurement.

The procurement focuses on the provision of design services that support the development of both residential and commercial dwellings for off‑site contraction. Three distinct lots are defined, each encompassing design support for the entire delivery chain—from manufacture of components off‑site to on‑site installation—ensuring coherence between design, production, and final construction. The estimated contract values for lots 1 and 2 are £30 million (ex‑VAT) each, while lot 3 is valued at £40 million (ex‑VAT). All contracts will be renewable and reviewed annually under the DPS framework.

The design service must comply with UK building regulations and applicable off‑site construction standards.

Procurement Assist Limited is seeking service providers to take part in tendering for a place on a 60 month Dynamic Purchasing System for New Build Contractors (Offsite Construction, Delivery & Install)
The DPS will be available for use by iFM Bolton and the whole public sector from across the United Kingdom. The DPS initial application period is 30 days but will remain open until 31 May 2029. Applications from service providers can be made at any time during this period.
The DPS is intended to be a fast route to market for Clients, with Clients not needing any further engagement with OJEU procurement processes.
Procurement Assist is publishing this Notice of Amendment made pursuant to the original Notice 2020/S 084-199965 to extend the DPS to 31 May 2029. The remaining information in relation to this DPS is unchanged.
