Open Framework for Skills Development for Hampshire 2023-2033

Hampshire County Council is launching a ten‑year Open Framework for Skills Development, designed to enable the council to respond rapidly to grant and other funding opportunities and deliver training to the public and employees of businesses throughout Hampshire, including Portsmouth, Southampton and the Isle of Wight, with potential delivery in neighbouring counties such as Wiltshire, Berkshire, Dorset, Surrey and West Sussex. The framework, governed under a Light Touch Regime, will remain open for new applications from the day of publication and will be divided into seven distinct lots, each catering to a specific type of training provider: further education colleges, private sector training suppliers, higher education institutions, academy schools and other educational establishments, voluntary or charitable organisations, other public sector training organisations, and employer representative groups.

Providers will be required to meet the minimum criteria set out in the Invitation to Tender in order to join the framework. Once accepted, call‑offs will be awarded through a variety of procedures – mini‑competitions, e‑auctions for price‑only awards, and, where necessary, direct awards – and may need to commence quickly to satisfy the timing constraints of the funding sources. The framework will serve as a partnership mechanism to commission both current and future skills‑based initiatives that align with local and national priorities.

All awards will be governed by the specified CPV codes and must execute delivery within Hampshire and its surrounding counties, ensuring that training programmes are delivered in accordance with the council’s standards and the contractual regime.

Hampshire County Council is procuring an Open Framework under the Light Touch Regime to onboard training delivery partners across all sectors including public, private, voluntary/community organisations and Employer Representative Groups. This Framework, once published, remains open for new applications from the date of publishing for the entire duration of the Framework and is lotted by organisation type.
The framework is to support the Council to be able to quickly respond to grant and other funding opportunities to enable delivery of training to the public and employees of businesses across the entire county of Hampshire, including Portsmouth, Southampton and the Isle of Wight. Delivery may also be required in counties bordering Hampshire including Wiltshire, Berkshire, Dorset, Surrey and West Sussex.
The Framework will be open for 10 years and will be subject to various award procedures such as mini-competitions, e-auctions (for price only awards) and some circumstances where direct awards may be required.
We are seeking engagement from all types of training organisations including Further Education Colleges, Universities and other Educational establishments as well as private sector and voluntary/community sector delivery partners. We are also seeking engagement from Employer Representative Groups.
All awards through the framework will vary based on funding source and grant conditions and some awards may require to be awarded and delivered very quickly due to the timing constraints placed on the Council by the grant funding.
