The tender seeks a professional cleaning service to maintain the facilities of Penyrheol Comprehensive School in Gorseinon, Swansea. The provider will be responsible for all routine and periodic cleaning activities across a secondary school campus that currently hosts around 870 pupils and 110 staff members, including a Specialist Teaching Facility for pupils with moderate to severe learning difficulties. The contractor will need to cover the existing cleaning schedule, which comprises a 39‑week term of standard cleaning supplemented by two weeks of deep cleaning, and ensure all premises are fully serviced each day by 6.00 p.m. with no daytime cleaning provision in place at present.

The contracting school requires a supplier with demonstrable experience in the secondary school sector and a strong operational presence in South Wales to facilitate responsive support, operational resilience and flexibility throughout the agreed three‑year term, with the possibility of a three‑year extension. The selected provider must implement a robust management structure and maintain regular engagement with school stakeholders to guarantee consistent delivery of the specification. Monthly reconciliation will confirm that actual hours work match those budgeted, and any shortfall will be compensated by credit on a contract‑based hourly rate.

All cleaning services must be delivered at a guaranteed level of performance, ensuring both the prescribed number of input hours and the quality standards expected by the school.

The successful Supplier will be required to provide cleaning services for Penyrheol Comprehensive School.
The annual contract value is approximately £140,000. The initial contract term will be three years, commencing on 1 November 2026 and concluding on 31 October 2029. The contract will operate on a guaranteed performance basis, with the successful Supplier providing a fixed annual contract price. There will be an option to extend the contract for a further period of up to three years by mutual agreement.
Penyrheol Comprehensive School is located in Gorseinon, Swansea. It is an English-medium secondary school for pupils aged 11–16, with approximately 870 pupils currently on roll, a capacity of 1,000 pupils, and around 110 members of staff.

The school currently employs its own cleaning team. The existing structure comprises one cleaner working in the morning and ten cleaners working during the afternoon and evening, with cleaning completed by 6.00pm. The current service operates for 39 weeks of standard cleaning per annum, supplemented by two weeks of periodic deep cleaning. There is currently no daytime cleaning provision.
The school also includes a Specialist Teaching Facility (STF) for pupils with moderate to severe learning difficulties.
This contract will be fixed-price in nature, with the successful Supplier required to guarantee both the number of input hours delivered and the quality of the cleaning service provided.
Whilst the monthly contract payment will represent one-twelfth of the annual contract value, a monthly reconciliation process will be undertaken to verify actual hours worked against those budgeted within the contract. Where actual hours delivered are lower than those budgeted, the Supplier will be required to provide a credit to the school. This credit will be calculated by dividing the annual contract value by the annual contracted hours to establish a contractual hourly rate, which will then be multiplied by the shortfall in hours delivered.
The school is seeking a suitably experienced Supplier with a proven track record of delivering cleaning services within the secondary school sector. Preference will be given to Suppliers with a strong operational presence within South Wales, enabling the provision of responsive contract support, operational resilience and service flexibility throughout the contract term.
A robust management structure must be provided to ensure the specification is delivered consistently throughout the contract period. This will include regular engagement with key stakeholders at the school and proactive contract management.
