Private Sector Housing Adaptions Framework- Approved List of Contractors 2026 - 2030

Newport City Council is opening a multi‑lot procurement framework to support the delivery of private‑sector housing adaptations for owner‑occupied domestic dwellings across the UKL21 area. The framework will provide a pre‑approved list of contractors from which the council will request tenders for a range of services spanning general building works, plumbing and heating, stairlift and lift installation, repairs, external ramping, asbestos surveying, architectural, and structural engineering services. The aim is to ensure rapid, high‑quality adaptation solutions for individuals requiring accessible housing, with supply chain arrangements covering both new installations and maintenance.

The contracting requirements include the provision of ramped access and groundwork for external platform lifts, structural modifications such as door widening and loft conversions, and the fitting of ground‑floor WC and bathroom or bedroom extensions. Lift services cover internal, external, and through‑floor lifts from specified manufacturers, all with a two‑year parts and labour guarantee even if not serviced, and call‑out repair services that must provide same‑day or three‑hour emergency response. External modular ramping must be galvanised steel, compliant with BS 4592 and 6399 for load testing and BS 7976 for slip resistance. Architectural and structural engineers will deliver full planning and building regulation plans and structural calculations within ten working days. The framework structures the allocation of suppliers across twelve distinct lots, each with its own technical specification and delivery expectations.

Newport City Council (NCC) invites suitably qualified/experienced suppliers to apply to be appointed to a framework (an approved list of contractors) from which it will invite tenders for contracts of work for individual, privately owned and occupied domestic dwellings.

Description: This Lot is for any Stock straight stairlifts we may require in relation to this tender. NCC currently holds a stock of six stairlifts with the current supplier and will require the purchase of additional reconditioned lifts from time to time. Upon instruction, we would need the stock lift to be installed within three days. As part of this award, if the supplier is to be appointed, they would need to arrange with the incumbent supplier to arrange collection of stairlifts already owned by NCC that is being stored on their behalf.
