United Utilities is procuring a framework to support its water demand‑reduction programmes, AMP8 and AMP9, through the supply, storage, stock management, fulfillment and delivery of a range of water efficiency devices and flow regulators. The framework is structured into two distinct lots: the first covers a broad portfolio of water‑saving products—including flow regulators, water butts, shower regulators, tap inserts, showerheads, cistern devices, toilet leak‑detection strips and other innovative items—alongside a branded customer usage survey and ordering platform; the second focuses specifically on flow regulators in agreed sizes and flow rates suitable for the company’s programmes. The goal is to establish a scalable, reliable supply arrangement that enables large‑scale distribution, supports customer campaigns, facilitates bulk orders and adapts to changing operational demands while safeguarding the customer experience and driving measurable reductions in water consumption across the North West.

Suppliers must demonstrate robust product quality, regulatory compliance, a resilient supply chain and effective inventory management, and must provide detailed reporting and appropriate customer support. A critical element of the procurement is the requirement for compliant, secure handling of customer data where applicable and a proven ability to respond flexibly to programme volume and priority changes. The framework will include annual extension options, allowing United Utilities to extend the partnership for up to six years based on performance and evolving needs.

All supplied devices must comply with applicable regulatory, quality, and testing requirements, including WRAS and Regulation 31 approval where required.

United Utilities is seeking to establish a framework for the supply, storage, stock management, fulfilment and delivery of water efficiency devices and flow regulators. The framework will support United Utilities’ AMP8 and AMP9 water demand reduction commitments, including reductions in domestic Per Capita Consumption and non-household business demand. The requirement is divided into two lots: Lot 1 covers water efficiency devices, associated fulfilment services and a UU-branded customer water usage survey and ordering platform; Lot 2 covers flow regulators in agreed sizes, flow rates and specifications. Appointed supplier(s) must be able to provide compliant, reliable and scalable products and services that support planned programmes, customer campaigns, bulk orders and changes in operational demand. Suppliers must demonstrate product quality, regulatory compliance, supply chain resilience, accurate reporting, effective stock management and appropriate customer support. This includes relevant approvals and assurance evidence, secure handling of customer data where applicable, and the ability to respond flexibly as programme volumes and priorities evolve. The overall objective is to secure a robust, value-for-money supply arrangement that enables United Utilities to deliver water efficiency activity at scale, maintain continuity of supply, protect customer experience and contribute to measurable reductions in water consumption across the North West.
