Professional Construction Consultancy Services

The South Wales Fire and Rescue Service together with the Welsh Ambulance Services University NHS Trust are inviting bids to establish a framework for the provision of Professional Construction Consultancy Services. The framework is designed to give the contracting entities flexibility to support a range of capital development projects within the UK, with individual project values anticipated to fall between £50 000 and £10 million. The tender covers a comprehensive suite of professional services required throughout the life‑cycle of construction works, from initial management and design through to engineering specialisms and contract administration.

The procurement is structured into eighteen distinct lots, each identifying a specific area of consultancy support. The first six lots focus on Project Management, Building Services Engineering, Architectural, Structural and Civil Engineering, Cost Advisory, and Principal Designer/CDM support for projects undertaken by the Fire and Rescue Service. The remaining twelve lots mirror these services for the Welsh Ambulance Services Trust, divided between North and South operational zones. Each lot represents a capped value of 60 000 GBP excluding VAT, providing an established budget framework for the contracting partners, while allowing the selected consultants to deliver the required expertise consistently across both organisations.

All service providers are required to deliver works in accordance with the prevailing UK construction standards, including compliance with Health and Safety at Work Act and Construction (Design and Management) Regulations 2015, and must demonstrate proven capability in managing projects at the scale specified.
