PS25001 - Scientific Research and Advice for Government Dynamic Purchasing System - Ongoing DPS Application

The Department for Science, Innovation & Technology, through UK Shared Business Services, is establishing a Services Dynamic Purchasing System to enable government departments and arm‑length bodies to procure a wide range of scientific research and advisory services. The DPS will operate until either its advertised value of £9 million is reached or 23 February 2029, whichever occurs first, and suppliers can join at any time during this period by submitting an application on the Jaggaer eSourcing Portal. Successful applicants will be added to a live DPS list and will then have access to a series of mini‑competitions that allow the contracting authorities to award specific research or advisory contracts for topics ranging from chemistry, biology and health research to physics, metrology, materials science, environmental science, astronomy, and computational science.

Suppliers are required to demonstrate in their application that they possess the capability, either through in‑house laboratory facilities or other means, to deliver agreed research or advice in at least one of the broad scientific areas identified by the Department. Information security must be addressed as part of the application, with evidence of suitable policies or certifications, but Cyber Essentials or equivalent accreditation is not mandatory. The DPS is intended to simplify access to specialist scientific expertise for government decision‑making, providing an efficient procurement mechanism that eliminates the need for suppliers to invest in dedicated IT infrastructure or to navigate complex procurement procedures each time a new research need arises.
All applicant evidence must include verification of non‑exclusion grounds and minimum selection criteria, and supported documentation must be submitted electronically within 15 working days of receipt.

The final date and time for Ongoing DPS Applications to be made is Monday 5th February 2029 at 11:00 am

Suppliers who wish to join the DPS List must submit their Application Form on the Jaggaer eSourcing Portal. Application Forms can be submitted at any time during the period of validity of the DPS.

The Contracting Authority will review and evaluate each Application Form to determine whether the Minimum Selection Criteria are met, notify the Supplier as to whether its Application Form was successful or unsuccessful and update the DPS List within 15 working days of receipt of the Application Form. Note. The Contracting Authority require 15 working days because of the need to examine additional documentation or to otherwise verify whether the selection criteria are met, as permitted by Regulation 34 (17) of the Public Contracts Regulations 2015.

UKSBS (Central Purchasing Body) on behalf of the Department for Science, Innovation & Technology (DSIT) (the Contracting Authority) wishes to establish a Dynamic Purchasing System (DPS) for the provision of Scientific research & advice for Government.

UKSBS is managing this procurement process in accordance with the Public Contracts Regulations 2015 (as may be amended from time to time) (the "Regulations")

This is a Services Dynamic Purchasing System (DPS).

The Dynamic Purchasing System (DPS) shall be in operation until either the DPS exceeds its advertised value or an end date of 23rd February 2029, whichever occurs first.

You can apply to join the DPS at any point and don't require any special IT equipment as a DPS eliminates unnecessary activity for you upfront.
