Scaffolding Hire and Inspections

Falkirk Council seeks contractors to supply and manage a comprehensive scaffolding programme across its housing portfolio. The first lot involves the procurement, delivery, erection, handover, maintenance and dismantling of on‑hire scaffold systems, together with the preparation of detailed scaffold drawings for each installation. The second lot covers the specialist inspection and tie‑testing of those scaffold structures, requiring the conduct of tie‑anchor tests, the generation of official test certificates and written inspection reports to confirm compliance with safety and quality standards. All work is to be performed within the Falkirk Council area and must be carried out by no more than five contractors per lot under a 4‑year framework that may be awarded on a lot‑by‑lot basis.

Contractors will be evaluated on both quality of service and price, with a strong emphasis on operational safety, risk assessment, quality assurance and fair work practices. The contract term runs from 1 February 2027 to 31 January 2031 and will not be subject to renewal. All scaffold components must conform to applicable UK safety standards and be installed in accordance with recognised scaffold design specifications.

Falkirk Council invites tenders to participate in a Framework Agreement for the provision, erecting, handover, maintaining and dismantling of on-hire scaffolding, to Falkirk Council housing properties, in addition to separately undertaking tests and inspections of this scaffolding.
The Framework Agreement will be awarded on a Lot by Lot basis. The Authority at all times reserves the right to award all, some, part or none of the Lots. The framework consists of 2 Lots; it is intended that up to 5 Contractors per Lot are to be appointed.
