SCAPE Scotland Construction Works and Services Framework

Scape Procure Scotland Limited, operating as SCAPE Scotland, is establishing a comprehensive framework agreement for the provision of construction, development, housing works and related services throughout Scotland. The framework will cover a range of built‑environment activities, including new‑build housing, refurbishment, and other construction works, under the grouping system defined by NUTS and CPV codes. The agreement is intended to supply a variety of public sector bodies as identified in the Public Contracts (Scotland) Regulations 2015 and any subsequent corrigenda, with suppliers required to register on Delta to access the tender documents and respond to the Invitation to Tender.

Eligible contractors may apply for one or more of the three Groups specified in the notice, with up to six bidders invited to be shortlisted for Groups A and B and five bidders for Group C. Each lot within the framework will be awarded to a single supplier, and consortia or joint ventures must form a single legal entity before award. The initial contractual period will span four years, with a renewable two‑year extension option, and the overall framework may be governed for up to six years at the discretion of the contracting authority. Electronic ordering and invoicing will be employed, and all submissions must be made in English.

Scape Procure Scotland Limited (trading as SCAPE Scotland) intends to establish a framework agreement for the provision of Construction, Development, Housing Works, and Services throughout Scotland. Experienced suppliers are invited to apply for one (1) or more of the three (3) specific Groups for the provision of works and services within the built environment, as defined by the NUTS and CPV codes contained in this notice. SCAPE Scotland is establishing a framework agreement for the initial period of four (4) years with an option to extend by two (2) years which will run consecutively. The maximum duration of the framework is six (6) years which is subject to the discretion of SCAPE Scotland. Applications are welcome from companies, consortium or joint ventures. Parties looking to form a Consortia or Joint Venture must form a single legal entity prior to contract award in order to enter into contract. A maximum of six (6) bidders will be invited to ITT for Groups A and B while a maximum of five (5) bidders will be invited to ITT for Group C. One supplier shall be appointed to each lot. This framework agreement is available for use by the public sector bodies (and their statutory successors) cited by name in Schedule 1 to the Public Contracts (Scotland) Regulations 2015 and additionally listed in the published Corrigendum to this notice and online at: https://scape-scotland.co.uk/site-information/framework-usage-eligibility. Due to character limitations, this Contract Notice will be followed by a Corrigendum to ensure the mention of all public sector bodies eligible to use the Framework.
