SCC JD Domestic Retrofit Framework

The Surrey County Council has opened a domestic retrofit framework aimed at upgrading residential properties in East and West Surrey for occupants who are at risk of high energy costs and poor health outcomes. The framework is designed to enhance energy efficiency, reduce carbon emissions, and lower utility bills by installing measures that increase resilience to climate change and support the Net Zero transition.

The contract is divided into six distinct lots that cover both professional and implementation activities. Lot 1 and 1b provide assessment, coordination and project management services for retrofit work, while lots 2a and 2b cover the installation of solar photovoltaic, solar thermal and battery storage systems. In addition, lots 3a and 3b supply the supply and installation of insulation, ventilation, windows and doors across a range of housing types, and lots 4a and 4b deliver low‑carbon heating solutions such as heat pumps, electric storage heaters and biomass boilers. Finally, lots 5a and 5b offer flood resilience assessments and lots 6a and 6b provide installation of flood mitigation measures.

All work must conform to the specified UK building regulations and be carried out in accordance with Net Zero and related environmental standards.
