The Yorkshire Purchasing Organisation and the Association of North East Councils Ltd. are establishing a new multi‑year framework, titled Software Application Solutions 2, to replace agreement 1095. The framework will enable UK public‑sector organisations to procure a wide spectrum of software application solutions, from single‑component purchases to full deployment of integrated systems. End customers will place direct orders with the supplier under award‑without‑competition or competitive selection, with invoicing and payments handled between the customer and the supplier.

The framework contains fifteen lots, each targeting a distinct functional domain. Lot 1 supplies business application software that automates information flow; Lot 2 covers human‑resources, payroll and workforce lifecycle management; Lot 3 supplies financial and accounting management systems; Lot 4 provides compliance, risk and audit tools; Lot 5 offers legal case‑management solutions; Lot 6 delivers procurement and contract management software; Lot 7 supplies environmental, street and waste management platforms; Lot 8 covers highways, parking and traffic management; Lot 9 manages land, housing and property assets; Lot 10 provides election management and citizen services; Lot 11 supplies library management systems; Lot 12 offers booking platform software for workplace management; Lot 13 delivers health and social care and assistive technology tools; Lot 14 provides education management, learning and classroom support software; and Lot 15 furnishes bespoke software development services for customised solutions across all supportive functions. All lots support commercial off‑the‑shelf, open‑source, niche or bespoke software licences, optionally including hosting, monitoring and subscription‑based SaaS delivery.

All solutions under the framework shall incorporate artificial‑intelligence functionalities and may be delivered via a hosting and monitoring subscription model.

YPO is looking to establish a Framework for the provision of a comprehensive range of Software Application Solutions to support UK public sector organisations and replaces the previous YPO agreement 1095.
This framework is for the provision of a new solution, amendment, or upgrade of an existing solution, from a single boxed order through to the full deployment of a software solution and the associated ancillary services. This may include commercial off the shelf software (COTS), open-source software, software licenses or niche and bespoke software.
Where required, hosting services may be provided by the Supplier, along with the monitoring and management of the entire solution and can be delivered as a subscription-based Software as a Service model.
The framework will incorporate 15 Lots. Goods may be purchased under each Lot, where they are relevant and a requirement to the usage of the overall purchased software requirements.
Each Lot has been designed to provide a full end-to-end digital solution, within the category area detailed in the Lot Title and will incorporate AI functionalities.
The end customer will place orders directly with the Supplier following an Award Without Competition or Competitive Selection Process on a "contract" basis whereby the Supplier will deliver direct to the end customer on an agreed basis. Invoices and payments are dealt with directly between the end customer and the Supplier.
