AI Summary

The Crown Commercial Service has established the Spark: The Technology Innovation Marketplace as a dynamic purchasing system that enables central government departments and the wider public sector to acquire a broad spectrum of innovative technology products and services. The framework is designed to allow a wide range of suppliers, including small and medium‑sized enterprises, to register and compete for contracts that are tailored to specific subject areas, delivery methods, geographical locations, and security requirements. The system currently supports subject areas such as corporate finance, health diagnostics, local government waste management, defence and security, and education, while delivery methods span Internet of Things devices, artificial intelligence applications, data management platforms, and a variety of other emerging technologies. Applicants are required to indicate the categories they can deliver in order to be shortlisted for relevant call‑for‑competition opportunities, which are issued through an electronic e‑sourcing portal.

Suppliers who are appointed to the Spark dynamic purchasing system agree to provide the requested goods or services under the terms defined in the dynamic purchasing system agreement. The framework permits multiple call‑off contracts over its lifespan, with the current contract period extended until 15 February 2029, allowing contracting authorities flexibility to award work across the life of the system. The procurement targets innovative solutions that qualify as radical or disruptive innovation, with a clear emphasis on security and data protection; all nominated suppliers must meet Cyber Essentials certification at the time of the first contract, and products or services must comply with the specified official or above‑official security levels. The framework also incorporates requirements for intellectual property management, environmental and social value considerations, and continuous improvement and monitoring metrics, ensuring that the technology supplied meets publicly defined standards and regulatory expectations.
