Sector:
Agricultural, forestry, horticultural, aquacultural and apicultural services
Deadline:
5 Sept 2031

AI Summary

Forestry and Land Scotland has launched a Specialized Peatland Restoration Dynamic Purchasing System, which opened on 8 September 2026, to procure specialised peatland restoration services across the national forests and land of Scotland. The DPS provides a compliant, electronic route for the procurement of a range of restoration operations that are not covered by existing contracts and facilitates future bidding opportunities for admitted participants. The system is intended to support the renewal or replacement of services that have terminated or expired, with a scheduled validity period of five years and the possibility of extensions.

The services sought through the DPS encompass a breadth of peatland restoration activities, including site rewetting and associated hydrological, hag, gully, and mulching operations; specialised peatland harvesting such as tree removal, mechanical mulching, and brash and timber management; and supporting works such as chainsaw maintenance, temporary watercourse crossings, access track creation, and the supply and installation of related materials. Contractors wishing to be admitted must submit their applications within the specified timeframe, after which they will be evaluated for inclusion in the system.

Compliance with the Public Contracts (Scotland) Regulations 2015 and recognised peatland restoration best practice standards is mandatory.

Description

FLS has established a Dynamic Purchasing System (DPS) for the provision of Specialised Peatland Restoration services across Scotland’s national forests and land, which commenced 8th September 2026.
A Dynamic Purchasing System (DPS) is an electronic system established by a contracting authority to purchase commonly used goods, works or services in accordance with the Public Contracts (Scotland) Regulations 2015. Admittance to a DPS gives participants the opportunity to subsequently bid for relevant future opportunities which are procured through the DPS.
The purpose of the DPS is to provide a compliant route to market for FLS to procure services which are unable to be provided through existing contracts or to replace contracts which have terminated or expired.
The scope of the DPS is primarily for restoration operations including but not limited to:
- Site Rewetting and Associated Services including peatland rewetting and hydrological restoration, hag and gully restoration, and mulching;
- Specialised Peatland Harvesting including specialised tree removal for peatland restoration, mechanical mulching, and brash and timber management;
- Supporting works including chainsaw works, temporary watercourse crossings, creation of access tracks, and supply and installation of associated materials.
Parties who request to be admitted to the DPS will have their submissions evaluated by FLS within 10 working days of submission (this deadline could be extended to a maximum of 20 working days in individual cases), and if successful, will be admitted to the DPS thereafter.
