Support and Personal Care DPS

Telford and Wrekin Council has issued a Dynamic Purchasing System to secure comprehensive support and personal care services for both children and adults within the borough. The programme will cover a range of care functions, including domiciliary care, residential and nursing placements for adults, day care services, and community care for children and young people. It is designed around the Authority’s Commitment Statement, “Right Help, Right Time to Promote Independence”, and aligns with national government policies, encouraging providers to adopt a whole‑family approach to care.

The DPS is divided into five distinct lots. Lot 1 and Lot 2 permit providers to register for personal care services—subject to a valid CQC or Ofsted registration—to deliver regulated care; they also allow support services, which may be provided by non‑registered providers for domestic assistance and shopping calls, provided all required registrations are held. Lot 3 and Lot 4 are restricted to CQC‑registered providers who are able to operate residential and nursing homes that deliver care and personal support to residents. Lot 5 focuses on day services, with expectations that providers will offer respite, bathing, activities, and transport for adult residents. The framework will run from 1 April 2024 to 31 March 2028 with an option for renewal, and participating companies may award contracts for any or all of the lots. Regulated personal care must be delivered under a valid CQC or Ofsted registration, while informal support services may be offered by non‑registered providers when appropriate.

Telford and Wrekin Council are looking to procure services for Support and Personal Care Services for Children and Adults. This Dynamic Purchasing System will work to source care over a variety of functions, to include domiciliary care for Children and Adults, residential/nursing placements for Adults, and day care placements for Adults. There is an expectation that providers will have the relevant experience, knowledge and expertise to be able to deliver the services as outlined in the corresponding specification documents.This is a flexible agreement for Support and Personal Care Services that works to The Authority Commitment Statement; Right Help, Right Time to Promote Independence. This DPS is aligned to the national range of Government policies and initiatives for Support and Personal Care services and the Authority seeks Providers who are focussed on a whole family approach.
