Technical and Highways Works Framework

Country:
United Kingdom of Great Britain and Northern Ireland
Sector:
Transport equipment and auxiliary products to transportation
Deadline:
4 Nov 2026

AI Summary

The City of Salford is establishing a Technical and Highways Works Framework to provide a flexible and open procurement mechanism for a wide spectrum of civil engineering, design, construction and maintenance activities across the metropolitan area. The framework, which will be refreshed at three‑year and six‑year intervals, is intended to secure qualified and experienced contractors who can deliver projects ranging from routine resurfacing to complex infrastructure improvements in support of the Council’s Highway Infrastructure Asset Management Plan (HIAMP). A competitive ranking system will determine the allocation of call‑offs, with the highest scoring supplier offered work first and subsequent parcels offered to lower‑ranked bidders if necessary.

The framework comprises several distinct lots covering diverse road and structure categories. Lot 1 focuses on minor highway improvements such as resurfacing of roads and footways and small network management projects; Lot 2 is devoted to the design and delivery of highway alteration works of varying scale, from safety interventions to major junction remodelling; Lot 3 covers comprehensive labour, supervision, plant, traffic management and ancillary activities required for all contract deliverables. Lot 4 concentrates on general structural works, including the construction and strengthening of bridges, retaining walls, footbridges, subways and signal gantries, while Lot 4d targets landscape and associated works, from hard and soft landscaping to ongoing maintenance. All contract values are subject to the current financial thresholds of the FTS and the BCIS index, and procurement budgets will be reviewed annually.

Contract awards will be determined by a weighted evaluation that apportions 50 % weight to price, 35 % to quality and 15 % to social value. Eligible contractors must submit proposals in compliance with the sole language requirement of English and will be assessed on their submission scores. All works shall comply with the UK’s BS 8004:20 and current British Standards for civil engineering and environmental management.
