Procurement for Housing (PfH) is offering a national four‑year framework agreement for Technical Consultancy Services, targeting the social‑housing sector across the United Kingdom. The framework will serve as a centralised contact for a wide spectrum of professional support, ranging from project and cost management to mechanical and electrical engineering, architectural design, construction‑related consultancy, net‑zero strategies, fire engineering, and valuation services. The contract, administered by Inprova Limited and governed under the Procurement Act 2023, will be divided into multiple lots, each addressing distinct consultancy specialisations that cover asset management, surveying, MEP, CDM, digital transformation, and cross‑disciplinary support.

Lot one focuses on asset management, incorporating stock condition surveys, strategic business planning, and quality standards assessments; lot two delivers surveying and programme management services such as quantity surveying, contract administration, and contractor liaison; lot three covers comprehensive MEP design and installation; lot four provides CDM, principal designer, and health‑risk‑based services; lot five supplies net‑zero consultancy, including carbon mapping and energy audit support; lot six offers architectural and planning solutions; lot seven gives fire engineering support; lot eight supplies RICS‑led valuation; lot nine engages digital strategy and cyber‑security; lot ten aggregates built‑environment consulting and lot eleven bundles multidisciplinary consultancy across all previous service areas. All consultants must hold qualifications accredited by the relevant professional institute and be able to furnish evidence of membership throughout the allotted period. All services will be delivered in compliance with the applicable industry standards and statutory regulations.

Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively, our Members manage more than 90% of UK’ social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act.

PfH intends to establish a framework agreement for Technical Consultancy Services. The framework will operate nationally, for four years and will cover professional support services relating to areas such as Project Management, Cost management, Mechanical & Electrical Engineering, Architectural Services, CDM, General construction-related consultancy services and Net Zero and a range of other consultancy services. The framework will be divided into lots, which will be set out in the Tender Notice.

Description: The provision of Net Zero Consultancy services comprises the provision of services assisting toward the achievement of a balance between carbon emitted in the atmosphere and carbon removed from it.
