Temporary Accommodation and Support Services Single Men, Single People and People Experiencing Severe Multiple Disadvantages

Sheffield City Council is procuring a comprehensive supported housing service designed to meet the needs of the most vulnerable individuals experiencing homelessness and severe multiple disadvantage. The council will award three separate lots: Lot 1 provides mixed dispersed and scheme‑based accommodation for men who are homeless, at risk of rough sleeping or repeat homelessness, with intensity of support matched to their trajectory toward settled housing; Lot 2 offers single‑occupancy, dispersed accommodation for single men and women whose needs are not adequately addressed by existing provision, including trauma‑informed, inclusive support; Lot 3 delivers a high‑level support framework for people experiencing repeated homelessness, severe adversity, and elevated housing‑related support requirements, focusing on stabilisation, sustained tenancy, and independent living outcomes.

Across all three lots the service must deliver safe, suitable accommodation with flexible, strengths‑based support that promotes stability, independence, and successful progression to permanent housing. The contract requires that provision be part of Sheffield’s broader homelessness pathway and facilitate a planned reduction in reliance on larger hostel‑based solutions, ensuring an integrated, trauma‑informed, and inclusive approach to housing and support. The service must meet local authority standards for safety, accessibility, and quality of care.

Lot 1: Supported housing for men who are homeless, rough sleeping, at risk of rough sleeping or at risk of repeat homelessness, and who require accommodation and housing-related support to obtain, sustain and progress from accommodation. The Service will provide a flexible mix of dispersed and scheme-based accommodation, with trauma-informed, strengths-based support that promotes stability, independence and successful move-on into settled housing. The Service forms part of Sheffield's wider homelessness pathway and supports a planned reduction in reliance on larger hostel-based provision.
