BLANKET ADVERTISEMENT FOR VARIOUS MINOR CAPITAL CONSTRUCTION PROJECTS (NOT for a specific project) 2025-2026

California State University, Dominguez Hills is issuing a blanket advertising notice for the solicitation of qualified general contractors to perform a range of minor capital construction projects during the period from 1 July 2025 through 30 June 2026. Contractors who complete the prospective vendor registration will be entered onto the university’s shortlist and will receive notification of upcoming bidding opportunities for projects that fall below the $1,103,000.00 threshold.

The projects to be awarded span a comprehensive set of construction services, including demolition, site improvements, remodels, flooring, glazing, painting, lathing and plastering, roofing, sheet metal work, mechanical, plumbing, electrical, telecommunications, fire alarm and sprinkler installations, as well as security and surveillance systems. The university seeks contractors with Class A, B, or C licenses who can mobilize and begin work within ten to fifteen calendar days of award.

Selected contractors must meet prevailing wage requirements for Los Angeles County, carry the required bonds and insurance, achieve at least 3 % participation of DVBE contractors, and comply with the CSU Contract General Conditions for Design‑Bid‑Build minor capital projects, including all supplemental general conditions. The short‑listing process will also consider the contractor’s DVBE or small‑business certifications in accordance with state law. All work must comply with prevailing wage, bond, insurance, 3 % DVBE participation, and CSU contract general conditions for design‑bid‑build minor projects.

California State University, Dominguez Hills, is seeking qualified General Contractors holding either Class A, B, and/or C licenses, to perform various jobs and/or minor capital projects as needed through June 30, 2026. The University shall establish a shortlist of qualified contractors for possible future minor cap projects. The maximum dollar value of any individual minor capital project will not exceed $1,103,000.00.

Contactors selected for award must be able to readily mobilize and begin work on such projects with a short timeframe; ten (10) to fifteen (15) calendar days; All projects require payment of prevailing wage rates for Los Angeles County, bonds, insurance, and mandatory 3% DVBE participation, and contractors are required to perform the work in compliance with CSU Contract General Conditions for Design-Bid-Build (Minor Capital Projects) and Supplemental General Conditions available at: https://www.calstate.edu/csu-system/doing-business-with-the-csu/capital-planning-design-construction/Documents/cgc_dbb_minor.pdf.

The University shall establish a shortlist of qualified contractors and service providers for a variety of services including but not limited removal, replacement, repair, remodel, renovate, construct or maintain facilities, may include, but are not limited to, demolition, site improvements, remodels, flooring, glazing, painting, lathing and plastering, roofing, sheet metal, mechanical, plumbing, electrical, telecommunications, fire alarm, fire sprinkler, security and surveillance systems, etc.

The form must be fully completed, and include the contractor license number, license classification(s), any DVBE or small business certification number, area(s) of expertise and target project size.

The Trustees are required to achieve a minimum goal of 3% DVBE and 25% Small Business Enterprise participation in contracting construction projects. Important Notice: California law (SB854) provides that "A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Labor Code Section 1725.5."
