Corrigendum-ACC-APG Special Announcement: MAPS and Industry Update

The Academy of the Coast Guard – Aberdeen Proving Ground (ACC‑APG) and the Program Executive Office for Enterprise, Computer Hardware, and Information Technology (PEO CHESS‑IT) are initiating a Marketplace for the Acquisition of Professional Services (MAPS) under a Multiple‑Award Indefinite‑Delivery, Indefinite‑Quantity (IDIQ) contract vehicle. The procurement focuses on engaging contractors to provide engineering, technical, and knowledge‑based professional services that support a broad range of Army combat, communications, cybersecurity, and installation needs. The combined IDIQ, drawn from the ACC‑APG Responsive Strategic Sourcing for Services (RS3) and PEO CHESS IT’s Product Lead Digital Market’s IT Enterprise Solutions – 3 Service (ITES‑3S) vehicles, will enable flexible, cost‑efficient acquisition of expertise in domains such as engineering, software development, cyber security, and advanced IT solutions. The estimated maximum ordering period spans ten years, segmented into a five‑year Base Ordering Period and an optional five‑year extension, with the capacity to place orders at either contiguous or overseas sites as required.

In drafting the solicitation, the agency has specified product‑service code R425‑SUPPORT‑PROFESSIONAL: ENGINEERING/TECHNICAL and NAICS code 541330 (Engineering Services). The RFP will articulate further technical and performance specifications, but the core requirement is the solicitation of qualified, government‑approved contractors capable of delivering consistent, high‑quality professional services under an IDIQ framework. Proposals will be evaluated against FAR 52.246 compliance, CPARS performance criteria, and mandatory security standards, including CMMC Level 2 (or higher) certification and ISO 27001:2022 compliance, ensuring all technical solutions meet the Department of Defense’s stringent information‑security and operational reliability expectations.
