DOCKSIDE REPAIRS OF CGC STRATTON (WMSL 752)

The United States Coast Guard is soliciting commercial services for dockside repairs of the cutter USCGC Stratton (WMSL‑752) at its homeport in Alameda, California. The contract will cover a broad range of maintenance and overhaul tasks performed during a 21‑day availability window from 21 April 2026 to 15 May 2026, including cleaning and inspection of ballast tanks, grooming of the reverse‑osmosis system, servicing of potable water pneumatic tanks, recovery of the stern launch system, overhaul of flight deck nets, repair and renewal of deck and deck‑covering materials, installation of new tenting, fire‑prevention provisions, overhaul of the steering actuator and hydraulic unit, and installation of new e‑del‑dry air compressor equipment. All work will be conducted aboard the cutter, with the contractor responsible for providing all required labor, materials, equipment, power, accessories, and ancillary services in accordance with the detailed specification package.

The solicitation is a 100 % small‑business set‑aside and is issued under the Surface Forces Logistics Center (SFLC) procurement branch, incorporating the full set of Federal Acquisition Regulation clauses and Coast Guard acquisition policies. Prospective contractors must obtain advance access to the USCG technical drawings and reference documents, which are subject to export‑control and limited‑access restrictions, and must undergo the Joint Certification Program to receive such packages. The contractor will be evaluated against the attached list of definite work items, with pricing based on composite labor hour rates provided in the solicitation, and will be required to submit a firm proposal by 2 p.m. Pacific on 2 January 2026.

All technical performance must conform to the SFLC Standard Specifications, MIL‑Specification welding and fabrication requirements, and the relevant ASTM, ANSI/AWWA, and ASNT qualification standards.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 70Z08526RLREP0009 is issued as a Request for proposal (RFP) for  Dockside Repairs of USCGC STRATTON (WMSL 752).

This acquisition is set-aside for 100% small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

(ii)       The list of the work items, quantities, and units of measure is listed under Attachment 1 of this solicitation.

(iii)      The Contractor shall furnish all the necessary labor, material services, equipment, supplies, power, accessories, facilities, and such other things as are necessary, except as otherwise specified, to perform dockside repairs to the vessel, in accordance with the solicitation and attached specifications. Failure to read the specifications in their entirety will not relieve the offeror from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the offeror's risk. All proposals submitted in response to this solicitation shall stand firm for 90 calendar days from the response date of this solicitation.

NOTE: The Government will not pay for costs incurred in the preparation and submission of proposals or other costs incurred in response to this announcement.

(iv)      The period of performance for this acquisition is 21 April 2026 through 15 May 2026.

All work under this contract will be performed onboard the cutter at the cutter’s homeport in Alameda, CA.

(vii)     Proposal must arrive no later than 2:00 PM, PST on 02 January 2026.  Proposals received after this date and time, will not be considered. Mailed and emailed proposals will be accepted. Facsimile proposals will not be accepted. When submitting proposals by email, please submit the electronic copy to Valerie.S.RiveraChase@uscg.mil. All submissions shall include the solicitation number in the subject line of the email. Emailed proposals must not be greater than 10MB per email. Offerors who elect to use commercial delivery services for delivery of their proposals are advised that such delivery must be made to Coast Guard Alameda Base, SFLC – CPD2LREPL, Bldg. 55, 2nd Floor, Alameda, CA 94501.  Delivery of the proposal to any other location within the Coast Guard Island will not be sufficient or acceptable.
