FY26 A1 FCI MILAN SUBSISTENCE QTR 2

The Federal Bureau of Prisons, through FCI Milan, is issuing a solicitation for the purchase of a broad range of subsistence food items for Fiscal Year 2026, Quarter 2. The contractor will provide meats, cheeses, canned goods, dry goods, condiments, pastries, and related food products, all to be delivered FOB destination to the correctional facility and fully installed no later than 30 January 2026 under a firm‑fixed‑price arrangement. The solicitation is a small‑business set‑as‑ide, and bids must be submitted electronically via SAM in the required Excel template, incorporating shipping costs and following all specified packaging, labeling, and ingredient standards. Past performance will be weighted equally with price; vendors with a record of non‑performance or failure to meet specifications will be deemed non‑responsible.

The solicitation will be publicized on the Department of Justice’s correctional services procurement platform on or about 25 November 2025, with proposals due 8 December 2025 at 12:00 p.m. EST. Acceptable bids must include all line‑item quantities as stipulated, use only the designated unit measurements, and honor the firm‑fixed‑price terms; the government reserves the right to award to the most advantageous offer. Payment will be made by electronic funds transfer or Government Purchase Card upon acceptance. The contracting officer, Curtis Dennis, serves as the point of contact for all questions.

All supplied commodities shall comply with the Food, Drug, and Cosmetic Act, the Fair Packaging and Labeling Act, the National Menu Specifications, and allergen‑labeling requirements for wheat, fish, milk, soy, tree nuts, eggs, peanuts, and shellfish, and no substitutions are allowed unless expressly permitted.

The Federal Bureau of Prisons, FCI Milan, Milan MI intends to issue solicitation, for the acquisition of various food items for delivery to the Federal Correctional Institution, Milan, MI. This acquisition is set aside for small businesses. Terms are FOB Destination, full delivery must be completed by January 30, 2025, the contract type is a firm-fixed price. The Government reserves the right to award to responsible vendor(s) whose offer, conforms to the solicitation, and is considered to be most advantageous to the Government. Past performance will be considered approximately equal in value to price. Past Performance (poor past performance, failure to deliver awarded items in the past, not meeting required specifications, etc.), may result with the vendors’ quotes being considered as a non-responsible vendor.
