Kline Township Municipal Authority (Owner) is requesting Bids for the construction of the following Project:

Tresckow Water Tank Rehabilitation Entech No. 4148.022

Bids for the construction of the Project will be received electronically via the PennBid Program by the Kline Township Municipal Authority until 2:00 pm local time Tuesday, August 4, 2026. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.

The Project includes the following Work:

Rehabilitation of a 250,000-gallon elevated welded steel water storage tank within Banks Township, Carbon County. Work includes blasting and full painting of the interior and exterior of the tank, any miscellaneous welding repairs, and tank instrumentation upgrades. Work cannot start until May 1, 2027.

Obtaining the Bidding Documents

All project documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com). Prime contractors are required to solicit and encourage Disadvantaged Business Enterprises (DBE) to participate with construction, supplies, equipment/materials.

Pre-bid Conference

A mandatory pre-bid conference for the Project will be held on Wednesday, July 8, 2026 at 10:00 a.m. at the Kline Township Municipal Authority Office located at 8 East Market Street, McAdoo, PA 18237. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.

Instructions to Bidders

For all further requirements regarding bid submittal, 10% bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Funding agency requirements that are applicable but not limited to this project include: Disadvantaged Business Enterprise (DBE) Solicitation Six Good Faith Efforts; Davis Bacon Act Federal Wage Rates, and American Iron and Steel requirements of P.L. 113-76, the Consolidation Appropriations Act of 2014.

Attention is called to the fact that Davis Bacon Act federal wage rates must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.

Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States. Any and all of the iron and steel, manufactured products and construction materials used in the project will be produced in the United States in a manner that complies with Build America, Buy America requirements.

The Kline Township Municipal Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.

Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
