Wysox Community Park Boat Launch Project

The Wysox Community Park Boat Launch Project requires a comprehensive renewal and enhancement of the park’s water access facilities, including complete site demolition and preparation, installation of a new cast‑in‑place concrete boat launch and a coffer dam bypass system, and extensive grading, topsoil, seeding and mulching of disturbed areas. Work will also cover the preparation and resurfacing of the existing asphalt drive, paving and marking of compacted gravel parking areas, installation of a split‑rail fence with stain and sealer, wheel stops, a two‑sided boat launch sign, a boot‑cleaning station, and grass median strips, all executed in accordance with the approved plan drawings and specifications. The contractor will manage all mobilization, staging, material purchase, site cleanup, removal of debris, and temporary erosion and sediment control measures, ensuring off‑haul of all spoil to a site with an approved E&S plan.

This fixed‑fee contract, prepared by Woodland Design Associates, requires the contractor to verify all dimensions, quantities, and material amounts independently of the estimate, submit bid guarantees of at least ten percent of the base bid, and comply with Pennsylvania prevailing wage rates and the E&S plan. The contractor must also secure the required bonds and insurance coverage promptly after award.

Compliance with Pennsylvania Prevailing Wage Rates and the approved Erosion and Sediment Control Plan is required.

Sealed bids will be received electronically via the PennBid Program by Wysox Township, Wysox, Pennsylvania until 3:00 pm on Friday, July 31, 2026. The sealed bids will be opened and read at the offices of Woodland Design Associates, Inc., 119 Lincoln Street, Honesdale, PA 18431, at approximately 3:30 pm on that same day, for the following Contract:

The Wysox Community Park Boat Launch Project

a) Mobilization to the site and staging.

b) Material purchase and installation of temporary erosion and sediment control measures per the approved Erosion and Sediment Control Plan; not including the coffer dam bypass system, per the plan drawings and specifications.

c) Demolition and site preparation for proposed project items; including land clearing, rough grading, and preparation of grades at the proposed boat launch; not including placement of the coffer dam bypass system and removal of the existing, concrete, non-motorized boat launch ramp per the plan drawings and specifications.

d) Material purchase and installation of the proposed coffer dam bypass system, and the demolition and removal of the existing, concrete, non-motorized boat launch ramp, per the plan drawings and specifications.

e) Material purchase and installation of the cast in place concrete boat launch, per the plan drawings and specifications.

f) Preparation of the existing compacted gravel drive and parking area(s) for asphalt paving, per the plan drawings and specifications.

g) Preparation of the existing asphalt drive to be resurfaced, per the plan drawings and specifications.

h) Preparation, material purchase and installation of the grass median(s), per the plan drawings and specifications.

i) Material purchase and asphalt paving of the existing compacted gravel drive and parking area(s) per the plan drawings and specifications.

j) Material purchase and asphalt paving of the existing asphalt drive to be resurfaced, per the plan drawings and specifications.

k) Material purchase and installation of the two sided boat launch sign, per the plan drawings and specifications.

l) Material purchase and installation of the boot cleaning station, per the plan drawings and specifications.

m) Material purchase and installation of the split rail fence, including footings, and stain and sealer; per the plan drawings and specifications.

n) Material purchase and installation of the wheel stop(s), per the plan drawings and specifications.

o) Material purchase installation of the parking line paint, per the plan drawings and specifications.

p) Final topsoil grading, rolling, seeding, and mulching of any remaining disturbed area, per the plan drawings and specifications.

q) The removal of all construction materials; including all temporary erosion and sediment control BMPs.

*Please note: the contractor is responsible for verifying the project layout, all lengths, dimensions, and material amounts. Those provided are for estimate purposes only and do not include any contingencies. Costs and amounts should be provided by the contractor so the project may be built as shown in the drawings and specifications. Contractor is responsible for the off-haul of all debris and excess spoils to a site with an approved E&S plan. The Drawings, Specifications, and other Contract Documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com). The bid must be submitted on forms furnished by the Landscape Architect and must be accompanied by a bid guarantee in an amount not less then ten percent (10%) of the amount of the base bid submitted. This sum will serve as a bid security and will be forfeited to Wysox Township, Wysox, Pennsylvania as liquidated damages in the event that an award is made, and the Contract and Bonds are not promptly executed as required in the contract documents for required bonds and insurance coverage.

A mandatory pre-bid conference will be held on Friday, July 17th, 2026, at 11 a.m. (weather pending) at the site. Bidders will meet at the existing parking area at the end of River Access Rd., Wysox Community Park, Wysox, PA 18854.

No bid may be withdrawn for a period of sixty (60) days after the date specified for opening and reading of the bids, except as provided in accordance with the Pennsylvania Act No. 4 as approved on January 23, 1974.

Wysox Township reserves the right to reject any and all proposals and to waive any technical defects and irregularities.

Wysox Township reserves the right to remove any item from the project scope in the base bid form to ensure the project remains within the budget.

Pennsylvania Prevailing Wage Rates apply to this project. Including them in the bid form pricing is required.
