DCC - Home Building Programme Contractor Multi Party Framework Agreement in 2 Lots A and B

Dublin City Council is establishing two four‑year multi‑party framework agreements—Lot A and Lot B—to deliver a substantial programme of design‑and‑build housing projects for the 2026–2030 period. The programme will provide approximately 4,000 units across 26 identified sites, with the possibility of adding further sites over the life of the frameworks. The Lot A framework will facilitate call‑off contracts with capital expenditure ranging from €100 million to €250 million, whereas the Lot B framework is limited to up to €100 million per call‑off contract. Each framework will be bid through a two‑stage restricted procurement process, and successful contractors will be pre‑qualified and shortlisted for only one of the two frameworks according to their stated preference.

Contractors awarded a framework will be able to award call‑off contracts to complete parts of the housing programme, with the first call‑off contract expected to last approximately 24 months. The duration of each framework is 48 months, and the required construction inflation adjustments will be applied over the contractual term. Contractors must conform to the design‑and‑build delivery model and comply with national housing programme standards. All works must meet the Design and Build contract standards set out in the Delivering Homes, Building Communities plan.

MPFWA for the Provision of Services for the appointment of a Co-Ordinator for the Women in Business Programme for the Local Enterprise Office (LEO) Dublin City

The Dublin City Council, through its Local Enterprise Office, is inviting qualified parties to provide services for the appointment of a Coordinator for its Women in Business Programme. The role requires the applicant to manage, promote and deliver the Women in Business Network, a flagship initiative designed to support female entrepreneurs across the city. Responsibilities include programme strategy, member engagement, event planning and execution, as well as the continuous improvement of network activities.

The Coordinator will be expected to plan and deliver a minimum of ten in‑person events each year, with a blend of online, in‑person and hybrid formats in line with public health guidance. Monthly networking meetings—excluding August—must attract over 40 participants, and the programme should maintain a paid membership base of at least 150, targeting a 20 % annual growth. The position demands rigorous scheduling, with topics announced three months in advance and press releases and social media plans issued a month prior to each event. All promotional activities and branding must bear the LEO Dublin City identity. The Coordinator will also convene accountability groups, monthly Zoom coffee meet‑ups, and expert online sessions, coordinate guest speakers (unpaid by default, paid speakers only with prior approval), support partnership events, and manage communications with members, speakers, and LEO stakeholders. Evaluation will be conducted after every monthly meeting, with a monthly report due within three days of month‑end; a full membership, attendance, and evaluation review will be completed quarterly, and an annual report will be compiled for submission to the Head of Enterprise and the contract manager.

All event and programme activities must comply with LEO Dublin City branding standards and current public health guidance.

ICBF Tully, Shed 3 Extension - proposed modifications to existing building and new cattle crush lean-to.

The Irish Cattle Breeding Federation is contracting for a works project that upgrades the existing ICBF Shed 3 in Tully by adding a new cattle crush lean‑to and carrying out significant modifications to the current structure. The contract requires the works to be executed as alterations to the existing building, not as a new independent shed, in accordance with the Department of Agriculture, Food, and the Marine farm‑structures specifications S101, S100, S102, and S123. Tenderers will be expected to conduct an on‑site inspection of the present building, verify all dimensions and levels, and supply protection, temporary support, and integration work to ensure the new elements are seamlessly incorporated with the existing floors, services, roof, and drainage.

The work scope includes the installation of new slatted slurry tanks and associated reinforced concrete tank areas, the creation of platform works throughout and adjacent to the shed, and the placement of methane box platforms and agitation points as shown in the drawings. Additional tasks involve the construction of rubber slat mats as per the Comfort Slat Mat installation standards, the installation of a slurry aeration system compatible with the existing DairyPower Aeration setup, and the erection of a new lean‑to over the crush area. The roof will be modified by raising the ridge and overall height in accordance with the approved drawings, and the existing passageway will be retained and integrated into the revised layout. During construction the shed will be non‑operational to ensure safety and quality.

All construction shall adhere to the Department of Agriculture, Food and the Marine farm‑structures specifications S101, S100, S102, S123, and shall be designed to match the existing DairyPower Aeration and Comfort Slat Mat installations.

Intelligent Transport Systems Equipment Frameworks Generation 2

Transport Infrastructure Ireland is establishing a nine‑lot framework to streamline the procurement of Intelligent Transport Systems (ITS) equipment and associated civil works needed to maintain and expand the national road network. The framework, to be in force for four years, will provide contractual mechanisms for the acquisition of a broad range of ITS components, installation services and ancillary works. In addition, a separate lot will enable local authorities to source the periodic school limit signage required by a recent Government directive through a multi‑supplier agreement. While TII will primarily set up and oversee the e‑tenders system, the procurement itself will be conducted by the relevant suppliers and, in the case of the signage lot, by the local authorities.

The equipment required within the ITS framework encompasses advanced matrix indicators, variable message signs, cabinets, traffic monitoring units, cycle monitoring units, automatic incident detectors, emergency roadside telephones, roadside and on‑board units, automatic number‑plate recognition and closed‑circuit television cameras, among others. Each lot is defined by the nature of the supplier arrangement and the value threshold, ensuring that the appropriate procurement process is applied. All equipment and associated works must comply with the relevant safety, quality and interoperability standards for national road infrastructure.

Research on the Financing of Residential Development

The Department of Housing, Local Government and Heritage is inviting a single tenderer to deliver a comprehensive research paper on the financing of residential development across Ireland. The study should deepen the Department’s understanding of the complete financing cycle—from project inception and land acquisition through to construction, development‑exit, and sale—by mapping the sources, flows, timings, and costs involved in each stage. The deliverable must be organized around a limited number of illustrative case studies that reflect representative private, profit‑oriented residential construction projects, and should detail how the financial flows interact with the parent company’s corporate balance sheet, including land assets.

The research must examine a range of factors influencing financing, such as project typology (high‑density brownfield versus peripheral greenfield), opportunity costs of developer equity, collateralisation practices and asset values, land acquisition loan terms, risk assessment methodologies from the lender’s perspective, loan covenants and associated fees, the cost and timing profiles of senior and junior debt, staged release of funds tied to project milestones, interest payment structuring, and post‑development refinancing. The study should also assess how capital is restricted or recycled after exit and consider variations in costs and covenants that may affect inexperienced or smaller developers. All findings must be presented in accordance with the Standards for Accounting and Financial Reporting in Ireland (IFRS 15, IAS 23) and the applicable GDPR data protection requirements.
