MetroLink, Dublin – M120 Heavy Civils Enabling Works Framework Agreement

Transport Infrastructure Ireland is procuring a comprehensive heavy civil engineering programme to enable the construction of the MetroLink network in Dublin. The framework covers the full spectrum of civil works required for major infrastructure elements, including site preparation, hoarding, logistics and welfare arrangements, and extensive utilities diversions. It also encompasses detailed surveys, ground investigations, bulk earth and rock excavation, as well as the design, construction and fit‑out of viaducts, overbridges, underbridges, walkways, retaining and guide walls, diaphragm and secant piling, rock bolts, anchors, capping beams, shotcrete, mesh, and fissure sealing. Supplementary activities include the erection of reinforcement works, monitoring of settlement and ground movement with remedial work where necessary, de‑watering and water treatment, site waste management, mechanical, electrical and plumbing provisions, and the complete structural, civil and engineering design package.

The procurement is structured as a two‑lot Design‑and‑Build framework under the NEC4 Engineering and Construction Contract, with LTCs and MEP works to be awarded through subsequent call‑off contracts. The first lot covers complex or high‑value engagements of €50 million or more, including elements such as station boxes and major viaducts, while the second lot addresses lower‑value envelopes under €50 million, such as retaining walls and support works. The framework is intended to facilitate integration with the wider MetroLink M401 and M402 packages, the DBFOM M500 contract, and other related works, and it may also be employed to procure heavy civil works adjacent to Irish Rail’s Glasnevin station where alignment interfaces are required.

All call‑off contracts will be governed by NEC4 ECC and must incorporate a structured carbon‑performance framework to promote low‑carbon construction methods.

Establishment of a Multi-Party Framework Agreement for Design and Build Works Contractors for the Delivery of Large-Scale Social Housing Projects (Project Value Over €5m) for Cork County Council

Cork County Council is creating a Multi‑Party Framework Agreement to secure works contractors capable of delivering large‑scale social housing projects exceeding €5 million in value. The framework will encompass seven designated contractors, each responsible for contractor‑designed projects under the standard PW‑CF2 public works contract, and it will support the Council’s commitment to street‑level, community‑focused redevelopment through modern construction techniques. The agreement is structured to allow the Council to award future projects via a mini‑competition, with selections based on both cost and quality, while permitting delivery periods that may extend beyond the framework’s expiry date.

Under the initial engagement, the selected contractors will design and construct 45 social housing units at Broomfield West (Phase B), Midleton, including ten one‑bed apartments, eight two‑bed apartments, three two‑storey four‑bed semi‑detached houses, eight two‑bed terrace houses and sixteen three‑bed terrace houses. The work includes full mechanical and electrical installations, as well as site development and external works, all carried out using a range of Modern Methods of Construction. Each contractor will provide a multidisciplinary design team consisting of architectural, civil and structural, and mechanical/electrical specialists to deliver the project on a design‑and‑build basis.

The framework demands adherence to advanced construction standards, with technical specifications that mandate the use of Modern Methods of Construction such as volumetric housing units, panelised timber, light gauge steel frames, precast concrete panels, structurally insulated panels and insulated concrete formwork, and the provision of contractor‑design specialists in architecture, civil/structural engineering and mechanical/electrical systems.

Provision of TV and Video Production Services

The tender invites qualified contractors to supply comprehensive TV and video production services for Rásaíocht Con Éireann (RCÉ) and Greyhound Racing Ireland (GRI) across a range of racing and related events. Under Lot 1 the successful party will deliver outside broadcasting support and audiovisual services for key national fixtures such as the Irish Greyhound Derby, the Irish Greyhound Laurels, the Irish St. Leger, and the National Greyhound Racing Awards, among other RCÉ‑sponsored events held at RCÉ stadia nationwide. The broadcaster may provide linear television coverage, online streaming, or a hybrid approach as determined by RCÉ in conjunction with its media partners, with the option for event media partners to deploy their own outside‑broadcasting teams when appropriate.

Lot 2 focuses on the creation and distribution of digital video content. The contractor is required to produce, record, edit, upload and stream approximately fifty online video packages each year covering race meetings and associated events, which will be shared across RCÉ’s corporate website, YouTube, social media channels and other digital outlets. Supplementary video materials such as event reviews, sponsorship proposals and industry informational content are also requested to broaden the engagement of supporters and partners.

Lot 3 calls for industry‑specific video production in collaboration with RCÉ partners, including the Irish Retired Greyhound Trust and individual stadium stakeholders. Responsibilities include crafting story scripts, directing, and editing video packages for all platforms, with a pre‑planning phase coordinated with the RCÉ Head Office Marketing Team to ensure alignment with broader marketing objectives.

All video and broadcast outputs must meet current RTÉ broadcasting and digital streaming standards.

Panel for the provision of Architect Led Services for projects of less than €1 million (ex. VAT) in value

Dublin City Council is establishing a panel of architects to provide comprehensive, architect‑led design and associated services for projects valued below €1 million (excluding VAT). The panel will be required to deliver full architectural support across the stages of the Capital Works Management Framework (CWMF) – from initial feasibility studies to final construction documents – or any subset of those stages, for a wide range of project types including new residential and refurbishment works, public realm and precinct improvements, housing, civic and community facilities, recreational and sports venues, infrastructural master‑planning, and mixed‑use or commercial developments.

Each panel member must be capable of delivering the full set of minimum specialist services: acting as Design Team Lead, providing architectural design and drafting, serving as Employer’s Representative for works contracts, and fulfilling Design Certifier and Assigned Certifier roles under the Building Control Amendment Regulations 2014. Optional specialist services may also be required, such as measured and condition surveys, architectural conservation consultancy, accessibility audits, design services for disability access certificates, and fire safety consultancy. Only firms or groupings that can supply all of these core specialists, whether in-house or through a consortium, will be considered; applications focusing on a single or incomplete subset of services will be rejected.

All activities must be carried out in the Dublin area (IE061) and comply with the building and certification standards set out in the Building Control Amendment Regulations 2014.
