West Yorkshire Bus Franchising Dynamic Market

West Yorkshire Combined Authority has established a Dynamic Market invitation for participation in franchised bus service procurement. Tier A contracts mandate operation from Authority‑provided depots and use of Authority‑owned fleet, whereas Tier B & C contracts allow operator‑provided depots and primarily operator‑owned fleet, with limited Authority vehicle usage. All contractual obligations must be performed in accordance with the Authority’s performance management regime and other contract management arrangements.
