Network Extension for User Continuity and Sustainability (NEXUS) Ka-Band Backward-Compatible Relay Broad Agency Announcement (BAA) NextSTEP-3 Appendix E - Draft Solicitation

NASA’s forthcoming solicitation seeks industry partners to develop, demonstrate, and eventually provide an end‑to‑end Ka‑band relay service that remains fully backward compatible with the legacy Tracking and Data Relay Satellite System (TDRSS) for a minimum of fifteen years. The solution must encompass the entire relay chain—space segment hardware, launch services, ground terminal and network infrastructure, as well as operations and maintenance—so that selected on‑orbit missions unable to upgrade their flight hardware can continue to receive high‑bandwidth communication without transition to incompatible commercial providers.

The acquisition is structured as a multi‑phase research and development effort. Phase 1 will mature concepts and development plans; Phase 2 will build and integrate the space and ground components; and Phase 3 will conduct an on‑orbit flight demonstration and end‑to‑end verification. Subsequent, optional commercial service pilot contracts (Phase 4) and longer‑term operational services (Phase 5) may follow, all carried out under separate procurement regimes. Throughout, NASA will retain the right to harness technical data, insights, and operational findings for future service acquisitions.

All proposals must satisfy ITAR‑controlled technical data requirements, requiring valid export clearances and controlled access to the supplemental Service Requirements Document. The final solution must demonstrate capability for continuous, backward‑compatible Ka‑band relay operations over at least fifteen years.
