The Authority seeks to establish a direct contractual arrangement with a chlorine tablet supplier to guarantee a resilient and prioritised supply of chlorine disinfectant combination tablets containing 1.7 g of NaDCC for use during a national pandemic or public health emergency. The contract will operate independently of the existing Chlorine Framework and will require the supplier to maintain priority access to the tablets throughout the emergency period, ensuring uninterrupted supply to a specified UK depot.

The supplier must own and operate the production machinery for the tablets, hold and control sufficient quantities of raw materials—including NaDCC and all necessary packaging components—and keep a dedicated inventory of 22 723 800 units solely for the Authority’s emergency use at its own controlled facility. The supplier must also be able to produce and deliver approximately 2 723 800 tablets per week on demand, delivering every week without delay even when UK borders are closed or otherwise restricted.

All stock must remain physically at the supplier’s facility, not in transit or under consignment, and the supplier must retain full ownership and control of these materials. The contract offers a three‑year term with possible renewal for up to two additional years, and the supplier must be able to deliver chlorine tablets on a weekly basis without delay under border‑closed conditions.

National Groundworkers Framework
