Dynamic Purchasing System (DPS) for Employment and Health Related Test and Learn Provision

The Dynamic Purchasing System for Employment and Health Related Test and Learn Provision has been established by the Department for Work and Pensions to acquire social and other employment and health‑related services across England, Scotland and Wales. The DPS serves as a lightweight, open‑ended procurement platform that enables organisations—particularly ones capable of delivering innovative or specialised approaches—to design, piloting and evaluate proof‑of‑concept projects that support evidence‑based national and local service delivery. Although no future business is guaranteed, the system is expected to generate a limited number of test and learn contracts over its duration, with an anticipated cumulative value of approximately £20 million.

Recent revisions to the core terms and call‑off schedules, taking effect on 8 February 2024, include the removal of European Union references, an updated security call‑off timetable, revised data‑processing provisions, the introduction of an optional staff‑transfer call‑off schedule, and a change in the signature sequencing to have the buyer sign the award form second. Financial standing is now assessed in greater detail at the call‑off competition stage rather than at admission. The nominal end date for the DPS is 30 September 2026, with the possibility of further extension, and may be terminated by the DWP with twenty working days’ notice.

Compliance is required with the updated security and data‑processing provisions and with the optional staff‑transfer call‑off schedule.

EPoS systems (2025 - 2029)

TUCO Ltd. is procuring a full range of electronic point‑of‑sale (EPoS) systems for use in the United Kingdom from April 2025 to March 2029. The contract is divided into four distinct lots that together cover retail, restaurant, self‑serve retail, self‑serve catering and kiosk environments, with an additional “One‑Stop‑Shop” lot that integrates all of the previous categories. YPO - 001086 Apprenticeships

The procurement concerns a national Framework Agreement for the delivery of apprenticeship standards and associated training across public sector organisations in the United Kingdom. This framework, headquartered by the Youth Public Office (YPO), will supply training providers with the opportunity to deliver all current and newly approved apprenticeship routes specified by the Institute for Apprenticeships & Technical Education. At launch the framework will encompass 15 recognised routes, 646 approved standards, and operate across 11 defined regions, with the structure and content updated in line with the Institute’s quarterly revisions.

Proposers are invited to join the framework at any time during its lifespan and will be able to bid on any existing standard as well as newly added standards that become approved for delivery. The procurement operates under a light-touch procedure, allowing YPO to refresh the roster of active providers each quarter and to integrate additional apprenticeship routes as the industry evolves. There is no cap on the number of providers that may be awarded for any standard, ensuring flexibility to meet evolving public sector demand.

Adult Community Support and Enablement Service

Barnsley Metropolitan Borough Council is establishing a five‑year flexible framework to provide independent housing‑based enablement support for adults throughout the borough. The framework is divided into three tiers—Tier 1 Standard Support, Tier 2 Complex Care, and Tier 3 Enhanced Support—allowing providers to apply for the level that best matches the needs of the individuals they will serve. The service will cover a wide range of support needs including assistance with everyday tasks, personal care, budget management, health and wellbeing maintenance, and facilitation of community appointments and activities. By enabling people to stay within their own homes, the framework seeks to reduce the overall requirement for residential care.

The framework will commence on 1 March 2023 and continue through 29 February 2028, with providers allowed to join or exit at any time during this period. Service providers must deliver support that complies with the Care Quality Commission standards and all relevant health and safety regulations.
