The provider will operate in the eight administrative districts of the county, and contracting parties may select the specific boroughs or districts they wish to serve. A direct contractual arrangement is being sought with a chlorine tablet supplier to secure a resilient supply of chlorine disinfectant combination tablets that contain 1.7 g of sodium dichloroisocyanurate (NaDCC) with detergent. The purpose of the contract is to guarantee a prioritized provision of a substantial emergency stockpile of 22 723 800 tablets, to be held and maintained by the supplier’s own controlled facility and designated specifically for use by the Authority during national pandemics or public health emergencies. The supplier must own and operate the manufacturing equipment required for tablet production and be able to scale output to at least 2 723 800 tablets per week, delivering unchanged weekly supplies to a UK depot even under border‑closed or restricted conditions.
Supply continuity and readiness will be maintained independent of any existing chlorine frameworks, with the contracting entity SUPPLY CHAIN COORDINATION Ltd. retaining priority access to the stored materials during any emergency state. The supplier must retain full ownership and control of all raw materials, including NaDCC and packaging components, and stock must never be stored in transit or at third‑party warehouses. All of the tablets are required to contain 1.7 g NaDCC and be produced using the supplier’s own manufacturing equipment.
