Housing Related Support: Flexible Purchasing System
The Rotherham Metropolitan Borough Council is establishing a Flexible Purchasing System to procure Housing Related Support Services aimed at helping adults who are experiencing homelessness or are at risk of becoming homeless maintain independent living in the community. The system is designed to streamline access to a single pathway of support, allowing resources to be mobilised rapidly and service capacity to be optimised across the council’s region. The procurement will be conducted over an initial five‑year period, with the possibility of extension subject to further cabinet approval.
The FPS will be divided into distinct lots, each specifying a particular type of Housing Related Support service. Lot 1 will cover Floating Support, which is a non‑accommodation based service providing flexible assistance and case management; Lot 2 will focus on Accommodation with Support, delivering supported housing placements to assist individuals in achieving long‑term stability; and Lot X will encompass miscellaneous or future Housing Related Support services that may be defined and added in subsequent rounds. Providers are required to demonstrate the capability and capacity to deliver these services within the County of Rotherham, and may also be considered by other permitted purchasers such as Barnsley, Doncaster, and Sheffield councils who may create their own contracts under the same system.
All applicants must be able to meet the council’s contractual and regulatory obligations, including compliance with TUPE requirements and health and social work service standards, and must be willing to work within the terms and conditions set by the lead authority, RMBC, while respecting the autonomy of any permitted purchaser engaging independently.

30 Sept 2028ASC23043 - Positive Behaviour Support Supported Living Services in Herefordshire & Worcestershire DPS
The contracting authorities, Worcestershire County Council and the NHS Worcestershire and Herefordshire Integrated Care Board, are establishing a Dynamic Purchasing System (DPS) to procure Positive Behaviour Support (PBS) supported‑living services across Herefordshire and Worcestershire. The DPS invites suitably experienced, qualified and appropriately accredited suppliers to pre‑qualify for a service contract that will provide tailored, behaviour‑positive care and support for individuals requiring residential support in the two counties.
The procurement is organised as a three‑stage process. In Stage 1 suppliers complete a Supplier Self‑Qualification (SSQ) questionnaire to demonstrate that they meet the required selection criteria and minimum standards. Successful applicants then move to Stage 2, where a concurrent evaluation of the SSQ responses and further documentation determines eligibility to be placed on the DPS. Suppliers who pass Stages 1 and 2 are admitted to the DPS and will subsequently be invited to compete in Mini Competitions for scheme or cluster placements or in Referrals for individual placements. Because the DPS operates under a Light‑Touch Regime—a modified restricted procedure governed by the Public Contracts Regulations 2015—only suppliers who satisfy the selection requirements are eligible for evaluation or subsequent opportunities.
All suppliers must satisfy the selection criteria and minimum standards outlined in the SSQ Questionnaire and comply with the Light‑Touch Regime under Public Contracts Regulations 2015.

29 Aug 2027PL0066 - ECC Passenger Transport DPS 2023
The expertise sought within this tender is the provision of comprehensive passenger transport services for Essex County Council and Thurrock Council. The Dynamic Purchasing System is organised into five distinct categories: transport for passengers with SEND requirements to educational or care facilities, transport for mainstream primary, secondary and further education destinations, services for adults with eligible needs to day‑care or educational sites, local bus and demand‑responsive transport across Essex, and ad‑hoc conveyance for unexpected needs in adult, SEND, mainstream or children’s social care contexts. Each category is delivered under a single long‑term framework that may be refreshed by call‑off orders, with a core term of five years and the possibility of a 24‑month extension granted in separate periods.
The contracting authority, operating through its procurement team, maintains a centralised purchasing hub to manage the entire system, ensuring consistency across both councils. Although the financial aspects of the procurement are substantial, the contract specifications focus on service quality, compliance with statutory duties, and a continuous improvement mandate that aligns with regional development strategies such as Everyone’s Essex. Suppliers are required to submit their participation through the provided electronic portal, and the process follows a restricted procedure under the Government Procurement Agreement, with a deadline for offers set for early 2029.
All potential contractors must deliver transport solutions that meet the statutory safety and accessibility standards for each passenger group, support demand‑responsive and fixed‑route operations, and accommodate any ad‑hoc requests for service. All services must comply with statutory transport safety regulations and provide accessibility for all passengers.
