Support and Personal Care DPS

Telford and Wrekin Council has issued a Dynamic Purchasing System to secure comprehensive support and personal care services for both children and adults within the borough. The programme will cover a range of care functions, including domiciliary care, residential and nursing placements for adults, day care services, and community care for children and young people. It is designed around the Authority’s Commitment Statement, “Right Help, Right Time to Promote Independence”, and aligns with national government policies, encouraging providers to adopt a whole‑family approach to care.

The DPS is divided into five distinct lots. Lot 1 and Lot 2 permit providers to register for personal care services—subject to a valid CQC or Ofsted registration—to deliver regulated care; they also allow support services, which may be provided by non‑registered providers for domestic assistance and shopping calls, provided all required registrations are held. Lot 3 and Lot 4 are restricted to CQC‑registered providers who are able to operate residential and nursing homes that deliver care and personal support to residents. Lot 5 focuses on day services, with expectations that providers will offer respite, bathing, activities, and transport for adult residents. The framework will run from 1 April 2024 to 31 March 2028 with an option for renewal, and participating companies may award contracts for any or all of the lots. Regulated personal care must be delivered under a valid CQC or Ofsted registration, while informal support services may be offered by non‑registered providers when appropriate.

Dynamic Purchasing System (DPS) Employability and Skills

The Warwickshire County Council has established a dynamic purchasing system (DPS) in which qualified operators may be admitted to provide a range of employability and skills services over a four‑year horizon. The DPS is organised into eight distinct lots, each targeting a particular segment of the population and a different aspect of the workforce development continuum. By creating a single, ongoing procurement channel, the council ensures a flexible, responsive supply of expertise while retaining the ability to award specific work packages as needs arise.

Lot 1 supplies career guidance and support, delivering advice and planning for individuals at critical career transition points through one‑to‑many forums, individual coaching, or event‑based interactions. Lot 2 delivers employment‑enablement programmes that facilitate training, work experience, volunteering, and other employability activities for working‑age adults. Lot 3 focuses on supported employment, offering tailored guidance for people with disabilities, learning difficulties, or autism at varying intensity levels. Lot 4 provides wrap‑around, pre‑apprenticeship, apprenticeship, and post‑apprenticeship support, including inclusive apprenticeship models and adaptations to current delivery methods. Lot 5 is aimed at young people navigating transitions into work, education or training, actively reducing barriers to learning and employment. Lot 6 offers adult education programmes that enable lifelong learning and professional development across a broad spectrum of subjects. Lot 7 addresses future‑skills development, green skills, sustainability, net‑zero roles, automation, and the adaptation of workplace practices to emerging industry demands. Lot 8 supplies bespoke employability and skills services tailored to evolving themes within the employment and skills environment, allowing for bespoke adaptations beyond the predefined lots.

All suppliers paid for prior to admission must complete registration with the council’s e‑tendering platform, In‑Tend, and thereafter conduct all communications through the platform’s correspondence function.

Dynamic Purchasing System for Design, Print and Related Services

The London Borough of Haringey will appoint a single Dynamic Purchasing System to supply a full spectrum of design, printing and related services. The system covers twelve distinct lots, ranging from the production of standard printed collateral such as leaflets, brochures and posters, through to specialised confidential printing of council reports and payslips, and the supply of promotional merchandise including tote bags, t‑shirts and bespoke stationery. In addition, the DPSS will provide creative design and copywriting services, photographic and videographic production for editorial, promotional and marketing purposes, digital communications such as e‑newsletters, social media content, web development, and the provision of complete marketing campaigns for specific public health or behaviour‑change initiatives. Finally, distribution of a residents’ magazine, electoral and registration printing, and large‑format signage and display boards are also incorporated within the contract.

All suppliers must meet a number of technical and procedural criteria. For printing lots, they must deliver on any of the specified press types, use SRA paper grades, and, where statutory timing applies, achieve same‑day or 24‑hour turnaround through proximity and speed of delivery. Secure and confidential printing must be handled with requisite access controls and data protection measures, while photographic and film work requires DBS checks, GDPR‑compliant consent procedures, and the assignment of copyright to the council. Creative production, including illustrations, layout, and digital artwork, must be generated with up‑to‑date software, provide editable files to the council, and have all rights transferred upon commencement of work. The DPSS will be renewable in up to two-year periods, allow options but prohibits variants, and requires submissions through the council’s online portal.

All printed and digital outcomes must comply with the Government Buying Standards for paper and paper products.

Independent Supported Living Service for Adults with High Level Needs Flexible Framework

South Tyneside Council is establishing an open flexible framework agreement to secure a network of providers capable of delivering high‑quality independent supported living services for adults with high‑level care and support needs. The agreement is divided into two distinct lots: Lot 1 targets individuals with learning disabilities and/or neurodevelopmental disorders, while Lot 2 focuses on those requiring support for mental health conditions. Each lot will initially run for 48 months, with the possibility of two additional 24‑month extensions beginning on 1 July 2024, and will be available for continual application by providers every three months throughout the life of the contract. Providers are invited to express interest via the NEPO ProContract system, submit a formal application, and, upon successful assessment, gain placement on the framework list, from which the council will issue call‑off contracts in accordance with the agreed terms.

The procurement demands that all participating providers hold current Care Quality Commission (CQC) registration for personal care provision tailored to the specific client group and possess a demonstrable track record of delivering comparable services. All bids must be submitted in English, and the framework will remain open for new applications until 30 June 2028, with a scheduled re‑opening every three months to welcome additional providers. Providers that meet the eligibility criteria will be assessed on their capacity to comply with the council’s service specifications and regulatory obligations.
Providers must hold current CQC registration for personal care provision and demonstrate a proven record delivering similar services.
