West Yorkshire Bus Franchising Dynamic Market

West Yorkshire Combined Authority has established a Dynamic Market invitation for participation in franchised bus service procurement. The market is divided into two distinct tiers: Tier A, where operators are required to use Authority‑owned depot facilities and fleet for their contractual operations, and Tier B and C, where operators may source their own depots and typically use their own fleet, with occasional use of Authority‑owned vehicles. All potential suppliers may submit applications to either or both tiers at any time, provided they complete the formal process through YorTender before the specified deadlines (19 September 2025 for Tier A Round 1 and 3 October 2025 for Tier B & C Round 1). Membership in the relevant tier is mandatory to receive tender invitations, as the Combined Authority will issue invitations only to members and will not publish individual procurements on the central digital platform.

For each tier, public service bus contracts will cover the provision of bus services to the general public on pre‑specified timetables within the West Yorkshire area. Operators will supply drivers, staff, vehicle maintenance, cleaning, traffic coordination and network management, and will integrate IT and other systems with the Authority’s performance‑monitoring and customer‑facing platforms. Tier A contracts mandate operation from Authority‑provided depots and use of Authority‑owned fleet, whereas Tier B & C contracts allow operator‑provided depots and primarily operator‑owned fleet, with limited Authority vehicle usage. All contractual obligations must be performed in accordance with the Authority’s performance management regime and other contract management arrangements. The services must operate from a Combined Authority depot and utilize Authority‑owned fleet.

Our Lady of the Magnificat MAC ~ Cleaning Tender

The tender invites suppliers to supply comprehensive cleaning services for the four secondary and middle schools that form part of the Our Lady of the Magnificat Multi‑Academy Company. The sites include St Augustine’s Catholic High School and Sixth Form in Redditch, St Bede’s Catholic Middle School also in Redditch, Trinity Catholic School in Royal Leamington Spa, and St Benedict’s Catholic High School and Sixth Form in Alcester. The final list of sites to be covered will be confirmed in the specification, and the contracting authority expects the contractor to deliver a consistent service across all schools from contract commencement.

The contract will run for three years from 1 November 2026 to 31 October 2029, with an optional 1 + 1 year extension under the same terms and conditions. It will be awarded on a fixed‑price basis, with the contractor invoicing one‑twelfth of the annual cost each month. A monthly reconciliation will adjust for actual hours worked, and the contractor must maintain a system to cover both planned and unplanned leave while ensuring that the contracted hours are always worked. The successful supplier will therefore provide a fully accountable, scheduled cleaning service across all four schools, meeting the mutually agreed specifications and contractual obligations. The contract will be a fixed‑price, 3‑year agreement with optional 1+1 year extensions and requires monthly reconciliation of hours against a predetermined input.
