Dynamic Purchasing System for Transport Container systems, PREFAB system, Design, Service and Repair/Maintenance

The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) is establishing a Dynamic Purchasing System (DPS) for the procurement of various container systems and related services.

This DPS encompasses eight distinct lots, each catering to specific categories of need. LOT-0001 and LOT-0002 focus on Standard Transport Container Systems, differentiating between used and new units respectively. LOT-0003 addresses Special Transport Container Systems, exclusively for new acquisitions. LOT-0004 and LOT-0005 target Standard and Special PREFAB Systems, with the latter specifically designed for DEMA applications. LOT-0006 covers Service, repair, and maintenance for both new and old containers within DALO's existing fleet. LOT-0007 specializes in the design or modification of new container systems tailored to DALO's existing fleet. Finally, LOT-0008 encompasses the procurement of accessories related to container systems.

Dynamic Purchasing System for Trailers over 3500 kg and services pertaining thereto

The Danish Ministry of Defence Acquisition and Logistics Organisation is establishing a Dynamic Purchasing System (DPS) for the acquisition of trailers exceeding 3 500 kg and associated services. The DPS will enable the Ministry, its defence units and the Danish Emergency Management Agency to procure a broad range of trailers and support activities through a common set of terms and conditions, allowing flexibility to source any configuration that meets the defined category criteria. Contracts will be entered into by the Ministry but may be awarded to any DPS participant, with the possibility of future consortium participation under joint liability.

The system is divided into six distinct categories. Categories 1 to 3 cover centre‑axle trailers, full trailers and semi‑trailers respectively, each defined by specific axle placement, towing device characteristics and load transfer properties. Category 4 addresses special‑purpose trailers that require custom body arrangements or equipment not covered by the standard types. Categories 5 and 6 provide for service, repair and maintenance of existing trailers and vehicles in the Ministry’s fleet, and for the design, upgrade or modification of new and existing trailers and vehicles, encompassing engineering, documentation, component supply and installation services.

All supplied trailers and services must comply with the specific axle load limits, towing device mobility, and load‑transmission restrictions outlined in the category specifications, ensuring conformity with applicable Danish and EU safety and weight regulations.

Dynamic Purchasing System for Transport Container systems, PREFAB system, Design, Service and Repair/Maintenance

The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) is establishing a Dynamic Purchasing System (DPS) to procure transport container systems, prefabricated (prefab) modules, and related services. The DPS will group procurement into eight distinct categories, ranging from standard used and new transport containers to specialised containers with custom lashing systems, as well as standard and emergency‑grade prefab units suitable for administrative, living, and medical facilities. Additional categories cover maintenance, repair, design, modification of existing containers, and a broad range of accessories, including furniture, electrical components, and construction materials.

The containers will adhere to ISO container standards and be available in sizes from 10 ft to 40 ft, with 20 ft as the common specification. Deliveries are expected to be rapid, with used categories requiring short lead times for immediate deployment and new special categories allowing medium to long lead times for customised anchoring systems. Prefab modules are designed to match the dimensions of a 20‑ft ISO container, allowing them to be stacked and transported without exceeding standard height limits, and can be linked together on site. The special prefab category emphasises lightweight construction and quick assembly, enabling rapid deployment by small teams in disaster zones. Service categories address repair, maintenance, and recertification of both new and existing containers, covering electrical, heating, plumbing, ventilation, and component replacements.

All parties participating in the DPS must meet statutory exclusion criteria, submit an ESPD as a precondition for prequalification, and accept joint and several liability for contract performance. The procurement shall remain within the framework’s maximum value of DKK 200 000 000.
All contract parties must comply with ISO container standards, COTS specifications, and joint and several liability as stipulated by DALO.
