Headwear for the Danish Defence
The Danish Ministry of Defence Acquisition and Logistics Organisation, together with the Danish Emergency Management Agency, is issuing a framework agreement for the procurement of headwear to be issued to Defence personnel. The issued headwear is intended to provide protection against wind and weather conditions for both male and female members of the armed forces during daily wear and specific operational tasks. The delivered items will be utilized for training exercises as well as for actual military operations, covering a broad range of operational environments within the Defence forces.
The procurement is administered under a single lot identified as LOT‑0000 and the place of performance is DK012. Tenderers are required to submit offers in either Danish or English and must comply with Danish public procurement rules, including avoiding participation by entities from countries subject to the EU’s non‑cooperative jurisdiction list, and by Russian companies or those controlled by Russia, as well as fulfilling labour, CSR, and sanction‑related self‑declarations. In the event of a consortium award, each participant will bear joint and several liability and designate a single representative. All submissions must be accompanied by the appropriate documentation and declarations as outlined in the public procurement guidance.
The headwear must meet the specified functional requirement of providing reliable wind and weather protection for use by all Defence personnel, irrespective of gender or mission profile.

14 Sept 2026New exhibition design for The Kingdom’s Treasury at Rosenborg Castle for The Royal Danish Collection
The tender invites a single lead consultancy to develop the exhibition concept and spatial design for the new Kingdom’s Treasury at Rosenborg Castle, a museum space for pieces of unique historic, cultural and national value from the Royal Danish Collection. The project, part of a broader redevelopment of the site, requires the consultant to craft a narrative and design framework in close collaboration with the Royal Danish Collection, the Agency for Culture and Palaces, foundations and other experts, and to provide a basis for subsequent tendering and production of exhibition furniture and fittings. The design work forms a standalone contract, ensuring a coherent expression of the exhibition, and the consultant will also advise on contracting for the manufacture, purchase and installation of all exhibition elements.
The subcontractor must submit a complete ESPD, comply with the Danish Public Procurement Act—including exclusions concerning Russian entities—and demonstrate its technical, professional, economic and financial capacities, individually or through connected partners. The appointed firm will assist with the preparation and execution of all related contracts, helping to secure an integrated, all‑inclusive or split‑contract production and installation programme while awaiting the final building design. The exhibition design must meet Danish cultural‑heritage preservation standards and the Public Procurement Act.

30 Jul 2026Evaluation of Danish Support for Climate Change Adaptation
The Ministry of Foreign Affairs of Denmark seeks a comprehensive evaluation of its climate change adaptation support delivered between 2019 and 2025. The assessment will be formative, aiming to review the relevance, coherence and impact of Danish efforts in the period of markedly increased climate financing, with a special emphasis on locally led adaptation, equitable partnerships and the strengthening of country‑level systems for climate finance and governance. The evaluation will build on the findings of the previous 2020 review and the actions outlined in Danida’s management response, seeking to determine whether the intended improvements have materialised and to identify lessons for future policy and programme design.
The consultancy will conduct a broad literature and document review, interview key stakeholders across Denmark and the participating developing countries, and undertake an in‑depth field assessment focused on Danish bilateral support to Kenya. Activities will involve a pilot visit during the inception phase, followed by a minimum 12‑day fieldwork period in Kenya, with the selection of specific interventions for deeper analysis guided by the evaluation team. The appraisal will include an assessment of resilience outcomes and transformative change achieved by a sample of earlier interventions, alongside an evaluation of the effectiveness and efficiency of recent projects, with an eye toward identifying operational frameworks that facilitate successful multi‑modal partnerships and sustainable climate adaptation outcomes.
The consultant must comply with Article 5k(1) of Council Regulation (EU) No 833/2014 and its amendment (EU) No 2023/1214.

31 Jul 2026Evaluation of the African Guarantee Fund and Denmark’s contribution
The Danish Ministry of Foreign Affairs is commissioning a comprehensive evaluation of the African Guarantee Fund (AGF), a non‑bank financial institution that provides guarantees and capacity‑development support to increase access to finance for small and medium‑sized enterprises across Africa. This assessment will focus on AGF’s contribution to SME financing and development outcomes, alongside the specific added value of Danish capital, grant financing and governance participation. By analysing the fund’s institutional model, blended‑finance architecture, portfolio evolution, and its positioning within the broader SME finance ecosystem, the evaluation will generate evidence on financial and development additionality, the effectiveness of AGF‑supported guarantees and capacity‑development interventions, and the broader market impact of the fund’s activities.
The evaluation will deliver a structured, analytically grounded mapping of AGF’s operations, compare its relevance across time and geography, and quantify outcomes in terms of SME performance, lending behaviour of partner banks, and broader market effects. It will include country‑level case studies, with Kenya as a primary focus, and assess how AGF’s blended‑finance model influences results, drawing lessons to inform future AGF strategy and Danish engagement in blended‑finance instruments for African SME development. The final report will present evidence‑based recommendations for strengthening AGF’s sustainability and for guiding Denmark’s future support of guarantee‑based blended finance initiatives. The evaluation must be completed in accordance with EU public procurement regulations, including compliance with Article 5k(1) of Council Regulation (EU) No 833/2014 and the use of the ESPD and e‑Certis documentation.
