BEST Survey Tender

Lease of locomotives

The Danish State Railways (DSB) seeks to lease electric locomotives to reinforce its passenger fleet during a period of rapid growth in regional and long‑distance traffic. Beginning in December 2026 and lasting until the second quarter of 2030, DSB will require a total of six to twelve locomotives in three distinct phases—ramp‑up, peak, and ramp‑down—aligned with anticipated passenger demand. The leased units will operate with DSB litra EC and other coach litras across its network, providing seamless pull‑and‑push service to support extended train formations and double‑traction configurations.

The procurement specifies the use of Siemens AC Vectron B18 locomotives that have been manufactured within the last five years and are capable of push‑pull operation from either end of a train, as well as coupled double‑traction using the WTB line. These locomotives must perform full functionality from the driver’s cab, compatibly control a second locomotive or coaches, and possess the necessary electrical compatibility for all Banedanmark electrified lines, excluding the S‑Bane, along with any future lines that meet TSI compliance. In addition to the locomotives, DSB requires a comprehensive, full‑service maintenance agreement—including preventive and corrective maintenance, spare parts provision, and access to Maintenance Management System data—carried out in an authorized Danish or Malmö‑region facility that satisfies ECM rules and holds all relevant ECM roles.

The lease arrangement thereby delivers a fleet of modern, dual‑traction-capable electric locomotives jointly with fully integrated maintenance services, ensuring high availability and operational flexibility across Denmark’s electrified passenger network. The locomotives must meet Siemens AC Vectron B18 specifications and be compliant with the ÖBB Fernsteuerkonzept operating concept.

Nordic Countries Stand at The ITB Travel Trade Show

North Sea I, South, Offshore Wind Farm

The Danish Energy Agency is inviting bids for the construction and operation of a new large‑scale offshore wind farm, North Sea I, South, which must deliver a minimum capacity of one gigawatt. The procurement is conducted as an open procedure under EU Directive 2014/24/EU, translated into Danish public procurement law, and will result in a single concession agreement for the project’s development at the sole risk and expense of the contract winner.

Under the concession agreement the successful bidder will acquire a right to use the designated concession area and will be required to establish the 1 GW capacity no later than 31 December 2034, with the possibility of extending the deadline in special circumstances. The concessionaire will also be economically supported by a 20‑year capability‑based two‑way contract‑for‑difference scheme that provides subsidies when the reference price exceeds the strike price and obliges payments otherwise, without any cap on payments. Connection of the wind farm to the Danish transmission grid is optional, and the concessionaire may build additional over‑planting capacity or use the generated electricity for innovative projects such as Power‑to‑X, provided all applicable legislation is met. Certain costs, including preventive measures to protect military communications and preliminary investigations, are borne by Danish Defence and the State, respectively, rather than the concessionaire.

The wind turbine installation must satisfy all Danish and EU standards applicable to offshore wind farms.

Dynamic Purchasing System for Unmanned Aerial Systems

The Danish Defence Acquisition and Logistics Organization (DALO) is establishing a Dynamic Purchasing System (DPS) for the procurement of Military Unmanned Aerial Systems (UAS). This DPS will facilitate the acquisition of UAS tailored for military applications, encompassing all essential components: unmanned aerial vehicles (UAVs), control stations, datalinks, payloads, and accessories.

The DPS is structured into two contract value categories: LOT-0001 for contracts exceeding approximately 410 thousand EUR and LOT-0002 for contracts below this threshold. Potential UAV types include fixed-wing, multi-copter, or hybrid configurations. The procurement may also encompass service agreements and a range of accessories such as sensors, computer equipment, software, antennas, ground control stations, wires and cables, batteries, chargers, tether solutions, and storage equipment.

The DPS allows for the option of additional deliveries based on evolving operational needs. This procurement is governed by the Defence and Security Directive (2009/81/EC) due to the military nature of the UAS. DALO and the Danish National Police reserve the right to restrict access to the DPS for third-country economic operators. Candidates or tenderers from countries on the EU list of non-cooperative jurisdictions for tax purposes may be excluded unless there are overriding public interest reasons.
