DfI TRAM T-1171 Interim Surfacing Contract 2026 - ISCW1 Dungannon

The Department for Infrastructure – Transport and Road Asset Management (TRAM) will appoint a contractor to provide interim road surfacing maintenance across the public road network in Dungannon. The assignment will begin with a two‑month period and, subject to performance and operational requirements, may be extended for up to an additional ten months, thereby allowing the Authority to maintain essential highway services while a longer‑term surfacing contract is sourced through the Road Asset Management (RAM) Surfacing Framework.

Under a measured‑term framework, the contractor will execute a series of resurfacing and improvement works issued through individual Works Orders, covering carriageway resurfacing, asphalt placement, profile correction, kerb and drainage adjustments, as well as the provision, operation and removal of temporary traffic management schemes. The scope also includes the adjustment and installation of street furniture, road markings, studs, and other ancillary measures required to complete each resurfacing scheme safely and effectively. All works must comply with the Department’s procurement strategy and relevant UK road construction standards.

SCG / SCOPAC Coastal & Flood Works Framework 2027

The Portsmouth City Council, acting on behalf of the Southern Coastal Group and SCOPAC, is inviting expressions of interest for a new Coastal & Flood Works Framework Agreement to be launched in March 2027. The agreement will replace the existing SCG Minor Works Framework and provide a four‑year contract (with a possible two‑year extension) to supply a range of coastal civil engineering and beach management services to local authority and Environment Agency funded projects across the Southern coast. Contractors may apply for any or all of the three designated lots.

Lot 1a will cover minor, non‑complex works such as the design, construction and maintenance of timber structures, groynes, revetments, concrete works, rock and earthworks, flood defences, and related harbour or river works, with a focus on call‑offs typically between £10 k and £100 k. Lot 1b will address more substantial, capitally funded projects, including the replacement or significant repair of existing defences, construction of new structures, realignment and habitat creation, and heritage‑related works, generally ranging from £250 k to £5 M. Lot 2 will deliver specialist beach management and associated coastal risk works, including beach material excavation, haulage, deposition, profiling and shoreline stability measures, typically in the £50 k–£1 M bracket. All lots include health and safety, emergency response, and, where applicable, early contractor involvement and design responsibilities.

The framework shall be governed by NEC4 contract terms, including appropriate ECC, ECSC, TSC, TSSC or Authority PO provisions, and shall permit assignment to successor authorities.

Homes for Net Zero Phase 3 (HfNZ P3)

The Department for Energy Security & Net Zero invites contractors to deliver the third phase of the Homes for Net Zero research programme, which builds on a cohort of approximately 1,250 owner‑occupied homes and aims to evaluate scalable pathways for decarbonising complex and space‑constrained properties. The procurement covers four interconnected work packages: a programme‑wide trial management and coordination package that will oversee participant engagement, data operations, and the integration of external technology trials; an analytical research package responsible for technical integration and data‑driven evidence generation; a consumer engagement and social research package dedicated to developing best‑practice outreach and social insight; and an installation package tasked with designing, installing, commissioning, and maintaining low‑carbon heating solutions, including air‑source and reversible air‑to‑air heat pumps, alternative electric domestic hot water systems, and the associated monitoring equipment. Contractors will be required to collaborate across all lots, interface with linked initiatives such as the Built Environment Adaptation and Resilience programme and the Heat Pump Ready Programme, and produce a suite of publicly accessible research outputs, including annual reports, trial delivery summaries, thematic briefs, open datasets, and a final comprehensive report to inform policy and strategy on clean heat and climate resilience.

The programme will involve longitudinal monitoring of real‑world performance, cost, and user experience of low‑carbon technologies, while also addressing consumer behaviours, heating resilience—including overheating mitigation—and broader climate adaptation. Partners will provide robust data analytics, social research insights, and practical deployment experience across a geographically diverse set of homes, ensuring that the evidence base addresses the full spectrum of technical, behavioural, and policy considerations for widespread clean‑heat adoption.

All works must align with the programme’s quality and risk management standards, demonstrate the capacity for multi‑contractor coordination, and incorporate rigorous research methodology to produce actionable insights for national energy and climate policy.

Temporary Accommodation, Off-the-Streets Accommodation, Accommodation-based Services and Floating Support Framework

Exeter City Council is establishing a four‑lot framework under a Light Touch Regime to secure a range of accommodation and support services designed to fulfil statutory duties related to homelessness prevention, relief and placement, as well as safeguarding vulnerable adults and families. Lot 2 focuses on emergency beds and rapid access units, including respite provision, to accommodate rough sleepers and those at immediate risk of rough sleeping, as well as individuals not eligible for statutory support. Lot 3 seeks accommodation that incorporates intensive housing management functions to support tenants in progressing toward independence, while Lot 4 is for floating support services that are not tied to a specific property but aim to enable individuals to sustain tenancies and prevent homelessness.

All services must be rendered in compliance with Part 7 of the Housing Act 1996 (as amended) and must deliver outcome‑focused support to vulnerable adults and families.
