PRJ 2261 - Neighbourhood Health Community Prevention and Empowerment

The South West London Integrated Care Board is inviting bids for the Neighbourhood Health Community Prevention and Empowerment Programme, a transition to integrated, locality-based health prevention and empowerment services aligned to population‑health needs across North, Central and South Croydon. The procurement is divided into three distinct lots, each targeting a specific geographical area and set of health priorities. The first lot delivers a healthy lifestyle behaviour service for North Croydon, targeting high‑risk communities through weight management, smoking cessation and alcohol reduction interventions. The second lot provides a prevention, access and health‑equity service for Central Croydon, focusing on digital inclusion for the NHS App, welfare and housing support, and childhood immunisation equity among under‑served populations. The third lot offers a combined weight management, independence and wellbeing service for South Croydon, including targeted weight‑loss support, carer‑strain mitigation and loneliness/social connection programmes for older residents.

Each lot requires the establishment of referral pathways from primary care, council services and voluntary partners, as well as collaboration with community organisations to avoid duplication of existing services. Performance will be assessed through quarterly reporting on participant demographics, engagement, completion rates and validated health outcomes, with ongoing safeguarding, governance and data‑protection arrangements. Providers may submit bids for one, two or all three lots, with separate evaluation for each lot and no cap on the number of lots that can be awarded to a single provider.

All services must comply with NHS prevention priorities, the NHS Long Term Plan, Core20PLUS5, NICE guidance and local Croydon population health priorities.

This programme is divided into three distinct lots. The first lot focuses on food additives, requiring the identification of urinary biomarkers for over 300 approved additives and the development of precise, validated analytical methods to measure their quantitative levels in urine. The second lot addresses chemical contaminants, including unwanted mycotoxins, organic pollutants, and heavy metals such as lead and mercury, with an emphasis on establishing reliable biomarker assays for these contaminants. The third lot centres on metals—specifically arsenic, cadmium, and lead—and involves the analysis of these biomarkers in 400 NDNS urine samples, measurement of urinary creatinine to correct for dilution, and the demonstration of a reliable method for estimating dietary intake from urinary concentrations, while allowing for the proposal of additional relevant metals if technically feasible.

The deliverables must enable the conversion of biomarker data into actionable exposure estimates, providing a clear pathway for risk assessment and regulatory decision‑making. All analytical methods shall be fully validated to meet ISO/IEC 17025 accreditation criteria.

Creative Sector Services CIC (t/a Creative United) Take it away Scheme Credit Provider Contract

Creative Sector Services CIC, trading as Creative United, is seeking a provider to deliver consumer credit services for its Take it Away Scheme, a publicly funded initiative that will begin on 1 November 2026 and run for 18 months with the possibility of extension to a maximum of 42 months. The contract will cover the full operation of the Scheme across an approved network of musical instrument retailers in England, and, where approved by partner Arts Councils, may be extended to include retailers in Northern Ireland, Wales and Scotland during the term of the award. Creative United’s purpose is to increase access to musical instruments and associated learning resources for all UK residents over 18 who qualify for interest‑free loans.

The Scheme offers interest‑free loans ranging between £100 and £25,000, which may be used to purchase instruments, software, equipment or related services such as tuition blocks. Priority is given to customers earning below the median UK wage, those in areas with low arts participation, first‑time instrument purchasers, and customers who are disabled or purchasing on their behalf. The service provider must administer the credit process through the network of retailers, ensuring compliance with funding guidelines and the specific eligibility criteria set out by Creative United.
