Adult Learning and Skills Open Framework (LTR)
West Sussex County Council is inviting suppliers to deliver a new Adult Learning and Skills Open Framework under a Light Touch Regime (LTR). The framework aims to create a countyâwide programme that supports vulnerable young people and adults in reaching their potential through a mix of highâquality, communityâbased education and training. It will deliver fully funded adult skills qualifications and give workers and learners access to fully regulated training delivered by specialist providers, in partnership with schools, libraries, community groups and employers.
The framework encompasses several key components. A preâemployment study programme will help 16â to 25âyearâoldsâincluding those with Education and Health Care Plansâto gain work placements, functional skills in English and maths, employability skills, and personal development. Adult learning will cover the statutory core curriculum of English, maths and digital skills for those lacking required competencies, as well as nonâregulated services for those needing additional support. Community and tailored learning will target adults to improve health, wellâbeing and community cohesion, while family learning will foster intergenerational participation and parental engagement. Separate tranches will enable qualificationâoriented programmes for unemployed or lowâincome adults and skills bootcamps for apprentices, specifically aligned to Occupational Standards set by IFATE or recognised attainment systems such as RARPA.
All training must be accredited, aligned to IFATE occupational standards or utilise a recognised attainment framework such as RARPA.

The framework is designed to secure highâquality, personalised care and support services that adopt a strengthsâbased approach, ensuring outcomes for service users are met while the services are financed sustainably. The procurement seeks to establish a new Electronic Market Place (EMP) for Supported Living Services (SLS) on behalf of Kirklees Council and the NHS Kirklees Clinical Commissioning Group (CCG). The EMP will replace the existing framework agreement and will allow fresh providers to join, enabling the Council and the CCG to contract with suitably qualified organisations who can deliver flexible supported living care that empowers adult service users to live independently in their own homes or in shared accommodation. Branded as a multiâprovider agreement, the SLS EMP will provide 1:1 support to enable access to community activities and social engagement for those with a range of health and social care needs.
The contract is divided into two overall lots that distinguish between floating support for individuals in private homes and provision for users in shared accommodation. Within each lot the service requirements are further split into seven distinct categories that mirror primary care needs of service users: learning disabilities with or without autism or challenging behaviours; autism spectrum conditions; enduring severe mental health conditions; personality disorder; complex physical or sensory impairments and longâterm health conditions; acquired brain injury; and persistent or chronic drug and alcohol dependencies. The majority of the services will be regulated activities, so providers must be registered with the Care Quality Commission and must be familiar with CQC Regulation Guidance on regulated activity.
