New Build Contractors (Offsite Construction, Delivery & Install)

YPO is establishing a Dynamic Purchasing System (DPS) to secure a portfolio of Building in Use Support Services that will support the operation of its UK‑based facilities, including its wholly owned subsidiaries and associated organisations. The DPS is a recurrent procurement mechanism designed to provide a flexible, ongoing supply of a comprehensive range of services required when a building is occupied, with the potential for renewal ten years from the initial contract commence date.

The DPS will cover nine distinct lots. Lot 1 concerns the provision of materials, staff and infrastructure for the preparation and supply of food and drinks on premises. Lot 2 focuses on cleaning services, requiring suitable materials and personnel to maintain building cleanliness. Lot 3 delivers security and front‑of‑house reception duties through deployment of staff and necessary infrastructure. Lot 4 supplies CCTV for customer or supplier monitoring, either on site or remotely. Lot 5 covers car‑park management, including access control, cash collection, vehicle issuance, penalty enforcement and vehicle removal. Lot 6, mobile patrols and key‑holding services, involves staff and vehicles for mobile security patrols and out‑of‑hours access control. Lot 7 provides food‑inspection and hygiene services, including reporting and options for corrective action. Lot 8 manages the removal and disposal of waste products, confidential materials, and provides legal certification of disposal. Lot 9 acts as a cumulative service, managing the client’s entire needs within premises or other designated locations, incorporating elements of the previous schedules and any additional requirements.

All contracted services must be fully compatible with the DPS procurement framework and meet the applicable UK health, safety, security, data protection and environmental standards.

23114 Adult Education Budget Re-Procurement

Cambridgeshire County Council is seeking independent adult education providers to join its Approved Provider List so that they can deliver programmes funded by the Adult Education Budget (AEB) for the academic years 1 August 2024 to 31 July 2026, with the possibility of a two‑year extension. The council will receive a total of £638,000 per year from two sources – the Education Skills Funding Agency (ESFA)/Department for Education and the Cambridgeshire and Peterborough Combined Authority (CPCA). While the Council already provides many adult learning services in-house, a proportion of these funds will be subcontracted to external providers that can supply accredited or regulated qualifications and bespoke, non‑regulated tailored learning that supports individuals to enter work, apprenticeships or further study.

The contract is divided into four distinct lots. Lot 1 (up to £350,000 per year) covers CPCA Adult Skills Fund delivery of accredited qualifications that satisfy legal entitlements for English and maths up to level 2 and first‐time qualifications at levels 2 and 3 for 19‑23‑year‑olds. Lot 2 (up to £150,000 per year) allows providers to deliver CPCA Tailored Learning – non‑regulated programmes that help learners progress to employment or further learning, with a particular emphasis on health, wellbeing, and community integration. Lot 3 (up to £75,000 per year) concerns the ESFA Adult Skills Fund for the same accredited qualifications as Lot 1 but for learners in non‑devolved postcodes neighbouring Cambridgeshire. Lot 4 (up to £25,000 per year) offers ESFA Tailored Learning, again for non‑devolved postcodes. All lots prioritise face‑to‑face provision in specified Cambridgeshire wards, and services may not be delivered in Peterborough or to providers already holding a direct CPCA ASF contract.

To be eligible, providers must base their curricula on the approved list of qualifications and adhere to the CPCA and ESFA funding rules and eligibility criteria for the 2024‑2025 academic year. All delivery must meet the stated financial and technical requirements and comply with the relevant funding rules and certification standards.

Energy Efficiency & Renewable Technology DPS

The Energy Efficiency & Renewable Technology Dynamic Purchasing System is designed to allow public sector bodies to procure a broad range of inspection, repair, and replacement services for energy‑efficient and renewable technology installations. Battery stations mandate charge‑health monitoring, corrosion prevention, temperature control, and software updates, whereas EV charging stations call for cable and connector inspection, electrical safety checks, and firmware updates. All work is governed by the Public Contracts Regulations 2015 and must adhere to relevant safety and environmental guidelines.

The DPS is structured to permit the addition of new lots in response to market developments, ensuring that public sector entities maintain access to innovative, low‑carbon solutions that meet sustainability goals, funding conditions, and regulatory compliance. Timely and effective maintenance reduces equipment failure, extends equipment life, and supports decarbonisation targets across the UK. All work must comply with PCR 2015, safety regulations, and environmental guidelines.
