MoJ Minor Works Dynamic Purchasing System
The Ministry of Justice is establishing a Dynamic Purchasing System for Minor Works (MWDPS) to support construction, maintenance and repair activities across its estate, including prisons, courts, tribunals and selected Home Office and corporate buildings in England, Wales and Scotland. The system will offer a streamlined alternative route to market for projects and high‑impact remedial works up to £1 million, while accommodating maintenance obligations and facilitating rapid, short‑duration call‑off contracts. The MWDPS is intended to attract a broad base of contractors, with no cap on the number of participants, and the Ministry remains open to SME involvement to enhance competition.
Work under the MWDPS will be classified into five headline lots: Building Structure and Groundworks; Mechanical Engineering including HVAC; Electrical Engineering including Security; Demolition Work; and Multidisciplinary Construction Work. Each lot is further divided into detailed work categories, and individual projects may range from a couple of weeks to nine months, with maintenance contracts potentially extending beyond one year. The system will leverage Constructionline as the hosting and vetting platform, requiring prospective contractors to obtain an associate Constructionline membership and register for the system through the provided portal.
Contractual terms for call‑off agreements will be drawn from the NEC Engineering & Construction Short Contract for project work and the NEC Term Services Contract for maintenance work, with the possibility of bespoke terms for very low‑value or straightforward scope. The procurement will be conducted under Regulation 34 of the Public Contracts Regulations 2015 and will operate for an initial four‑year period with optional extensions, guided by evolving business needs.
NEC-term contracting will govern call‑off contracts, with potential bespoke arrangements for qualifying works.

31 May 2029CT1168 Flexible Purchasing Framework opening - Accredited Pathways and Certified Counsellors and Therapists
The City of Edinburgh Council is opening a Flexible Purchasing Framework to secure two complementary streams of educational support services: Accredited Pathways and Certified Counsellors and Therapists. The framework will allow providers to deliver high‑quality interventions that align with the National Improvement Framework for Education and the City’s Edinburgh Imperative, which seeks to close the poverty‑related attainment gap and enhance mental health and wellbeing across all school phases. By engaging partners in a place‑based model—services available within a 20‑minute radius of identified needs—the council aims to extend and enrich the existing curriculum with practical, recognisable accreditation and outcome‑orientated support.
Providers are expected to work in partnership with schools, adopting flexible and goal‑oriented approaches that address learning barriers and foster inclusive practice. They must demonstrate evidence of measurable outcomes, actively involve learners and families in shaping interventions, and contribute to the school’s learning culture through strengths‑based, solution‑focused, and restorative methods. For the Accredited Pathways lot, services must help learners achieve pathways that meet the Benchmarks or Experience and Outcomes of the Curriculum for Excellence or, where applicable, nationally recognised accreditation. For the Certified Counsellors and Therapists lot, the focus is on supporting health and wellbeing targets that align with the Curriculum for Excellence, with providers required to employ counsellors and therapists who hold relevant qualifications and membership of recognised governing bodies.
All services must comply with the Curriculum for Excellence benchmarks and national accreditation standards, ensuring that accredited pathways and health‑wellbeing outcomes meet the College’s quality criteria and are delivered by certified professionals who meet relevant statutory and professional regulations.

30 Mar 2029Lift Maintenance and Servicing
The Procurement Assist Limited tender is for a 60‑month Dynamic Purchasing System (DPS) that will supply maintenance and servicing services for a range of vertical transport equipment. The DPS is available to iFM Bolton and the wider UK public sector, with the initial application window of 30 days extended until 31 May 2029 to allow continual participation by qualified service providers. The procurement is designed as a rapid route to market, eliminating the need for additional OJEU procurement procedures for the clients.
