The London Universities Purchasing Consortium (LUPC), acting on behalf of the UK Universities Purchasing Consortia (UKUPC), is establishing a Framework Agreement to secure comprehensive building maintenance services for university estates across the United Kingdom. The Framework is divided into two distinct Lots: Lot 1 covers an integrated maintenance programme that includes planned preventative maintenance (PPM), reactive repairs, emergency response, statutory compliance activities, fabric maintenance and the delivery of minor works projects; Lot 2 provides specialist mechanical, electrical and plumbing/public health (MEP) maintenance, encompassing PPM, reactive work, emergency response, statutory inspections, testing and compliance specifically related to building engineering systems. Both Lots are organised into regional panels with coverage in Scotland, Northern England, North East & Yorkshire, Midlands, Wales, South West England, Greater London, East of England, South East England and Northern Ireland, allowing suppliers to bid for one or several regions to support localised, nationwide service delivery.

Suppliers awarded call‑off contracts under this Framework will operate using the NEC4 Facilities Management Contract (FMC) as the governing contract document. The FMC will be used to issue Service Orders for routine and reactive maintenance activities, and where applicable, Project Orders will be issued under Option X27 to manage minor works and project work linked to the maintenance service. This contractual approach is designed to provide a consistent, high‑quality, and flexible framework that will meet the varied needs of university facilities while supporting the integrated delivery of maintenance and minor works across the consortium’s estates.

All procurable services shall be delivered under the NEC4 Facilities Management Contract framework with Service Orders for maintenance activities and Project Orders where applicable under Option X27.
