Southsea Castle Catering and Events Concession Opportunity - Portsmouth 2026

The Council seeks a seasoned catering and events operator to manage Southsea Castle’s restaurant and associated event programme for an initial term of either five or seven years, with the option for further extensions up to a total of ten years. The successful tenderer will be responsible for day‑to‑day restaurant operations, including a 9.30 am–5.00 pm service, and for delivering private functions in a range of venues within the castle grounds – from the western courtyard dining area, which accommodates up to 60 seated or 80 standing guests, to the marquee space that can host 120 seated or 200 standing guests for weddings and corporate events. In addition to these core services, the operator will provide catering for Council‑managed events, develop an independent programme of activities to enhance visitor experience, and coordinate closely with the Council on back‑of‑house and storage facilities, while respecting the limited periods when external events may restrict public access.

Under the chosen lot, the contractor will enter a commercial concession that includes a rental fee and an incentivised revenue‑share mechanism, and must deliver the site to the public for at least 50 weeks each year, balancing commercial activity with the preservation of the Scheduled Ancient Monument. Performance will be measured against a set of key indicators covering customer experience, event growth, catering quality, commercial transparency, health and safety, and partnership community engagement, all underpinned by the council’s Social Value policy. All alterations or repairs to the castle’s historic fabric will require appropriate permission from Historic England and the Council, and the operator must meet health and safety and asset stewardship standards.
