The Department for Education is seeking a Delivery Partner to support the establishment and early operation of up to six new Regional Care Cooperatives (RCCs) while simultaneously delivering an expanded Fostering Recruitment and Retention Programme across England. The contract, set to run from July 2026 to 31 March 2028, will require a mix of virtual and in‑person engagement, with the partner responsible for providing structured coaching, facilitation and technical expertise in line with the RCC staged progression model.
The delivery partner will carry out diagnostics, planning and governance support, co‑design sufficiency strategies and market‑shaping approaches, champion the adoption of the national common data model, and establish core regional functions for sustainable forecasting and commissioning. For Fostering Hubs, the partner will manage the full recruitment and approval process, establish performance‑monitoring and reporting mechanisms, deliver change management, troubleshoot programme or local‑authority issues, facilitate stakeholder relationships, provide HR assistance, and co‑produce social‑worker practice models; for new hubs, the partner will deliver independent oversight, challenge and practical design and implementation support to build enduring capability.
Working with roughly one hundred participating local authorities, the partner must ensure strategic alignment between RCCs and Fostering Hubs, collaborate closely with RCC leadership once established, and facilitate the integration of hubs into RCCs as the system expands, ultimately aiming for every local authority to participate in an RCC. Compliance with the RCC Design Specification Guidance and the adoption of the National Common Data Model are required.
