The Council seeks a qualified supplier to deliver an Integrated Domestic Abuse Refuge and Outreach Service covering the Portsmouth area. The service will provide fullâtime refuge support through councilâowned accommodation and flexible, outreachâstyle community support carried out on a floating basis. Together the two elements will deliver a coordinated, traumaâinformed response to victims of domestic abuse, their children, and, where appropriate, perpetrators, enabling higherârisk and mediumârisk individuals to rebuild confidence and life skills. Support for children will include both individual and groupâbased interventions tailored to the specific needs arising from domestic abuse.
The contracting authority will manage the procurement on behalf of the Hampshire Police and Crime Commissioner, with funding drawn from the Council and the OPCC. The contract will span an initial threeâyear period, with options for extensions up to a total of six years, and contracting terms will allow assignment to any successor authority in the event of local government reorganisation. The supplierâs deliverables must be strictly confined to the provision of support services within refuge accommodation, excluding any property management or maintenance duties. All provision of services must be traumaâinformed and coordinated across refuge and community settings.
