YPO - 001086 Apprenticeships
The procurement concerns a national Framework Agreement for the delivery of apprenticeship standards and associated training across public sector organisations in the United Kingdom. This framework, headquartered by the Youth Public Office (YPO), will supply training providers with the opportunity to deliver all current and newly approved apprenticeship routes specified by the Institute for Apprenticeships & Technical Education. At launch the framework will encompass 15 recognised routes, 646 approved standards, and operate across 11 defined regions, with the structure and content updated in line with the Institute’s quarterly revisions.
Proposers are invited to join the framework at any time during its lifespan and will be able to bid on any existing standard as well as newly added standards that become approved for delivery. The procurement operates under a light-touch procedure, allowing YPO to refresh the roster of active providers each quarter and to integrate additional apprenticeship routes as the industry evolves. There is no cap on the number of providers that may be awarded for any standard, ensuring flexibility to meet evolving public sector demand.
All participating providers must comply with the Institute for Apprenticeships & Technical Education approved routes and standards as specified on the Institute’s official website.

31 Jul 2027Adult Community Support and Enablement Service
Barnsley Metropolitan Borough Council is establishing a five‑year flexible framework to provide independent housing‑based enablement support for adults throughout the borough. The framework is divided into three tiers—Tier 1 Standard Support, Tier 2 Complex Care, and Tier 3 Enhanced Support—allowing providers to apply for the level that best matches the needs of the individuals they will serve. The service will cover a wide range of support needs including assistance with everyday tasks, personal care, budget management, health and wellbeing maintenance, and facilitation of community appointments and activities. By enabling people to stay within their own homes, the framework seeks to reduce the overall requirement for residential care.
The framework will commence on 1 March 2023 and continue through 29 February 2028, with providers allowed to join or exit at any time during this period. Service providers must deliver support that complies with the Care Quality Commission standards and all relevant health and safety regulations.

30 Jul 2027A DPS for sustainable and ethically sourced goods and services, delivering social value in local communities
Bishop Wilkinson Catholic Education Trust, through its trading name Education Commercial Services, is establishing a Dynamic Purchasing System to procure commonly used goods and services for the public sector across the United Kingdom. The system is designed to promote an ethical and sustainable supply chain that delivers measurable social value to local communities, while maintaining high procurement standards tailored to the education sector in the North East and beyond.
Prospective suppliers will be invited to participate in competitions based on three defined categories: the service category identified by CPV codes, the geographical location specified by NUTS codes, and any defined additional capabilities. By listing these categories in their applications, suppliers will be shortlisted for targeted competition rounds, enabling the Trust to assess fit accurately and support local SMEs, charities and social enterprises through a framework that encourages 10‑day payment terms and the integration of sustainability, community, and employee‑support practices across the entire supply chain.
All suppliers must adhere to sustainable procurement standards and demonstrate ethical supply chain practices.

7 May 2028YPO - 001117 Fleet Management DPS
YPO has established a Dynamic Purchasing System (DPS) to centralise the procurement of comprehensive fleet‑management solutions for itself and all of its wholly owned subsidiaries. The DPS is designed to deliver both technology platforms and operational services that enhance the efficiency, safety, and sustainability of its vehicle fleet. By consolidating procurement under a single contractual framework, YPO can maintain consistent standards while meeting the evolving needs of diverse public sector organisations.
Key components of the DPS include cloud‑based route and transport planning tools that automatically optimise travel distance and adjust priorities in real time; driver‑risk management systems that provide continuous monitoring of driver performance; and vehicle‑asset management solutions that track temperature, inspections, compliance, and service planning. Operational support extends to supply‑chain logistics, van stock management, and the provision of emergency roadside recovery services available 24 hours a day throughout the year. Additional requirements cover the installation of compliant wash bays, the management of parking‑and‑ticket‑notice (PCN) processing, the application and maintenance of vehicle livery with guaranteed durability, and a range of driver and vehicle safety training courses. Disposal services for de‑commissioned vehicles and related accessories are also included.
All technology solutions supplied under the DPS must be cloud‑based unless otherwise requested by the contracting authority, ensuring real‑time data sharing and scalability across the fleet.

31 Oct 2030Dynamic Purchasing System for Apprenticeships
North East Lincolnshire Council is inviting providers to become members of a Dynamic Purchasing System (DPS) specifically designed for the procurement of apprenticeship training programmes. This will replace the former DPS for Apprenticeship Training Programmes (DN311727) that concluded on 15 January 2022. By joining the new system, training providers will be able to participate in recurring competitions for apprenticeships awarded by the Council, and the Council may also use the DPS on behalf of Academy Schools situated within the North East Lincolnshire area.
The DPS will operate for a maximum of eight years, though the Council reserves the right to terminate the system after a period of 48 months should the need for its continuity change. A single initial deadline of thirty days after publication is set for requests to participate, after which providers may submit participation requests at any time while the DPS remains active. Once admitted, providers will compete for individual apprenticeship contracts whenever the Council initiates a further competition, with each contract’s commencement date and duration determined at the time of award. The procurement is structured as a recurrent system, with no options or variant clauses permitted.
The estimated value of the contract is £1,920,000.00 excluding VAT, and the procurement will be conducted entirely in English through the e‐tender portal https://yortender.eu-supply.com/. No variants or options are allowed, with all requests for participation and clarifications directed to the designated online platform. The contract will run for eight years, subject to early termination after forty‑eight months if necessary.
