Supplier Managed Inventory - Chlorine Tablets

The Authority is seeking to enter into a direct contractual arrangement with a supplier capable of managing a dedicated inventory of chlorine disinfectant combination tablets containing 1.7 g of Sodium Dichloroisocyanurate (NaDCC) and detergent. The supplier must own and operate the production machinery, maintain an on‑site stock of the specified raw materials and packaging components, and be able to produce and deliver at least 3 million tablets per week on a weekly basis to a UK depot during emergency conditions, including periods of border closures. The inventory will encompass an estimated 9–30 million tablets’ worth of materials, all held in the supplier’s controlled facility and reserved exclusively for the Authority’s use during a national pandemic or public health emergency. This arrangement will operate independently of the Authority’s existing Chlorine Framework, granting the Authority priority access to the stocked materials throughout the emergency period and ensuring a continuous supply for the contract’s duration. The supplier must demonstrate reliable, timely delivery capability and full ownership and control of all materials stored for the Authority.

The contract requires the supplier to meet technical specifications for the chlorine tablets, including a NaDCC concentration of 1.7 g per tablet, and to maintain the specified stock levels, production, and delivery standards.

Learning and Development Suppliers Framework

West Sussex County Council is establishing a comprehensive Learning and Development Suppliers Framework to secure a roster of approved training delivery partners capable of supporting a wide range of workforce development initiatives across the council’s services. The framework will encompass five distinct procurement lots: a leadership and coaching stream aimed at public‑service managers, a health and social care workforce development stream covering adult, child and early years services, a corporate skills and organisational development stream for staff across operational and specialist roles, a digital learning design and development stream for the creation of modern, accessible e‑learning resources, and an IT and digital skills stream focused on boosting the council’s digital transformation agenda. Each lot is intended to procure solutions that are evidence‑informed, inclusive, and tailored to the public‑sector context, providing flexible delivery options that may be face‑to‑face, virtual, blended or self‑directed.

Contracted providers will be required to collaborate closely with council subject‑matter experts, ensure that all training and content remains up‑to‑date and aligns with council values and governance standards, and submit their work for quality assurance by the council’s learning and development team. The supplies must consistently meet high standards for accessibility, inclusivity and behavioural change, and must avoid the promotion of extraneous products or services during training delivery. All training materials and digital assets must be accompanied by evaluation and analytics methods to demonstrate impact.

Corrigendum-Intelligent Transport Systems including traffic signals, variable message signs and car park signs

Southend‑on‑Sea City Council is inviting suppliers to provide, install and maintain a comprehensive suite of intelligent transport systems across the city. The procurement encompasses a variety of traffic and parking control equipment, including traffic signals, variable message signs, RGB and school warning signs, car‑park guidance signs, car‑park count controllers, and vehicle‑speed activated signage. All supplied equipment must be fully integrated with the Council’s existing asset‑management framework and be capable of daily fault interrogation, rectification, and status update via the Council’s remote monitoring platforms.

The contract requires the supplier to carry out routine maintenance, annual inspections, and internal cleaning of all installed assets. In addition, the supplier must respond promptly to fault log entries generated through the Council’s systems, execute necessary repairs, and confirm resolution within the monitored database. Newly available funding or external grant allocations may trigger periodic equipment upgrades or expansions, for which the supplier will provide and install additional signalling or control devices as stipulated in the contract scope documentation.

All integrated systems must be compatible with the Council’s current remote‑monitoring platforms—Swarco RMS for traffic signals, Swarco Zephyr for car‑park guidance and Yunex UTC for urban traffic control—and transition seamlessly to the forthcoming Swarco My City platform to ensure uninterrupted operation of the citywide transport signalling network.

Asbestos Services Framework

Tai Tarian Ltd. is establishing a comprehensive Asbestos Services Framework to support its nationwide asbestos management and remediation programme across more than 9,000 properties, including domestic housing, flats, and sheltered housing complexes. The framework will be activated through an open procurement procedure and will allow Tai Tarian to award call‑off contracts as required under a central agreement that governs all asbestos‑related services. By segmenting the framework into three distinct lots, the organization ensures that the appropriate expertise and licensing status are applied to each type of work.

Lot 1 requests licensed and non‑licensed asbestos removal, encompassing tasks such as controlled removal and disposal of asbestos‑containing materials, decontamination, encapsulation, duct opening, and the provision of temporary reinstatement structures, hoarding and fencing. The supplier must also coordinate air testing by a UKAS‑accredited laboratory, perform four‑stage clearance, and issue certification confirming areas are safe for re‑occupation. Lot 2 covers non‑licensed asbestos removal services which include similar environmental cleaning, decontamination, and preventive works, with the same provision for temporary reinstatement and containment measures. Lot 3 focuses on asbestos surveying, sampling and air testing, requiring management surveys, refurbishment and demolition surveys, re‑inspection, ad‑hoc sampling, reassurance air tests, and comprehensive four‑stage clearances. All suppliers may be called upon for additional services that fall within the framework but are not explicitly listed in the price schedule. Each supplier is expected to conduct air monitoring using a UKAS‑accredited laboratory and provide the necessary certification.

Longford and Bell Court Major Works

Longford Court and Bell Court, two residential buildings situated in the UKI71 region, are the focus of a comprehensive refurbishment programme. The works will convert Longford Court, a sixteen‑storey high‑rise block, and Bell Court, a four‑to‑five‑storey medium‑rise complex, into modern, safe, and sustainable dwellings. The scope encompasses major structural, mechanical, and finish elements, as well as fire‑safety and environmental upgrades across both properties.

The project will replace roofing systems, balustrades, upstands, and gulleys on Longford Court, and execute full replacement of external windows and balcony doors on both sites. All bathrooms, kitchens, and associated services will be redone to Barnet Homes specifications, with new ventilation and air‑quality monitoring systems installed. Structural surveys of balconies and façades will inform tailored remedial actions, while new heating risers, drainage pipelines, and water mains will be introduced to unlock future central plant potential. Bell Court’s programme likewise addresses balcony, staircase, and canopy repairs, balances fire‑compartmentation, resurfacing of handrails, and the replacement of entrance and staircase doors, ensuring compliance with contemporary fire safety norms.

All works must meet Barnet Homes specifications and relevant UK fire‑safety, ventilation, and structural standards.
