Dynamic Purchasing System for the Provision of Supported Living Services

The London Borough of Haringey is establishing a Dynamic Purchasing System to acquire supported living services for vulnerable adults. The procurement covers a broad range of support needs, including physical disabilities, mental health, learning difficulties and positive behavioural support, and is intended to meet statutory obligations under the Housing Act, Homelessness Act and Care Act. The system will operate through a web‑based portal and allow the Council, as well as a designated set of local authorities, to award contracts within their respective geographical areas upon entering an access agreement.

Suppliers seeking entry to the DPS will be required to specify the service subcategories they are prepared to deliver. Within each service category, contracts will demand a core support package, supplemented by additional one‑to‑one support as detailed in individual support plans. Service subcategories include core support plus one‑to‑one for learning difficulty, mental health and physical disability, as well as accommodation and community‑based support for positive behavioural needs for both adults and children. Potential members may apply to multiple categories and are responsible for meeting the full scope of the selected subcategories.

The contracts awarded under this DPS will operate under the light‑touch regime of Sections 74 to 76 of the Public Contracts Regulations 2015, meaning the full statutory procurement requirements are not applicable.

The objective of this procurement is to create a framework that allows qualified contractors to provide the movement, handling, and delivery of building materials, equipment, and consumables required throughout the construction lifecycle, ensuring efficient coordination across the project team. The DPS will be open to any admitted supplier throughout its period of validity, with admission determined by a pre‑qualification questionnaire and ongoing compliance with Public Contracts Regulations (PCR) 2015.

Under the agreed scope, subcontractors must manage and resourced all labour, small tools, consumables, plant, and equipment necessary to complete the logistics work, unless otherwise agreed in writing.
