Caerphilly County Borough Council is seeking to establish a two‑year framework, extendable for an additional 24 months, for the provision of a recycling and haulage service dedicated to dry mixed recyclable (DMR) waste materials. The arrangement will enable the Authority to secure access to suitably licensed and operational facilities capable of delivering a reliable, efficient, and high‑quality service for the processing and recycling of DMR waste, thereby supporting Welsh Government statutory recycling and landfill diversion targets. The Council estimates the annual turnover of DMR waste to be between 16,000 and 18,000 tonnes, a figure that aligns with the 15,635 tonnes recycled in 2024/25 including glass.

Bidders will be evaluated on a two‑stage process, beginning with the Welsh Procurement Specific Questionnaire and culminating in a pricing assessment of the Schedule of Rates. Successful contractors will be required to achieve a minimum recycling rate of 80 % while diverting 100 % of the waste from landfill, and, where possible, assist the Council in reaching the higher statutory targets set by Welsh Government. Integrated Resource and Waste Management Services

The Council of the Borough of Kirklees is procuring an integrated resource and waste management service that will cover the operation, maintenance, and optimisation of its Energy-from-Waste (EfW) facility, three waste transfer station (WTS) sites and four Household Waste Recycling Centres (HWRCs). The contractor will manage the reception, storage, bulking, and processing of a wide spectrum of waste streams, including residual waste, dry recyclables, food waste, garden waste, gully detritus, offensive waste, DIY waste, asbestos, WEEE, textiles, depot collected waste, and waste containing persistent organic pollutants. In addition to the provision of waste transfer and haulage services, the contractor must oversee the marketing and sale of dry recyclables, manage the treatment and disposal of POPs, handle garden waste delivered by the Authority, and carry out necessary site improvement and rectification works. The scope demands that all contract waste, upon receipt, becomes the property of the contractor and remains under its full responsibility.

The service arrangement will commence in April 2028 for an initial period of fifteen years, with an option to extend for up to two additional years, and it will cover an annual volume of approximately 177,000 tonnes across all waste streams. The contractor must supply all required personnel, equipment, and consumables to meet the specification, align with the Council’s corporate objectives, and satisfy all statutory obligations, including compliance with Section 51 of the EPA, subsequent amendments, and the Environment Act 2021.
