Construction and Development DPS

SEC Procurement Limited is establishing a Dynamic Purchasing System (DPS) for Development and Construction Works. This DPS aims to simplify the procurement process for construction projects across various categories and regions. The system is divided into five distinct project value categories: Site Preparation, New Build & Construction up to £499,999, New Build & Construction from £5 million to £9,999,999, New Build & Construction from £10 million to £49,999,999, and New Build & Construction over £50 million.

Suppliers can apply for inclusion in multiple categories and specify the geographical regions within which they are willing to undertake projects. This regional selection can be modified by suppliers during the DPS lifecycle. Access to the DPS is granted to Corporate Members of SEC Procurement Limited and Public bodies or contracting authorities who sign an Access Agreement as Associate Members.

The DPS framework allows for Further Competition Contracts, with durations potentially exceeding those of individual contracts. SEC Procurement Limited manages the DPS and enters into agreements with successful suppliers.

FSF Dynamic Purchasing System 2 For the Provision of Work Focused Activities

The Department for Work and Pensions has established the Flexible Support Fund Dynamic Purchasing System 2 (FSF DPS 2) to source work‑focused activities for Jobcentre Plus districts throughout England, Scotland and Wales. FSF Dynamic Purchasing System 2 For the Provision of Work Focused Activities

The Department for Work and Pensions has established the Flexible Support Fund Dynamic Purchasing System 2 (FSF DPS 2) to procure work‑focused activities for Jobcentre Plus districts across England, Scotland and Wales. This system replaces the earlier FSF DPS and is intended for the provision of social and other services referred to in Regulation 74 of the Public Contracts Regulations (2015). FSF DPS 2 is designed for exclusive use by DWP and will operate within a light‑touch procurement regime rather than the full dynamic purchasing system framework of Regulation 34.

New suppliers wishing to join FSF DPS 2 must submit requests via email to cdfsf.adhocprocurement@dwp.gov.uk, as the online application process is currently suspended and an offline procedure is in place. Despite the offline status, all suppliers are required to create an account on the Atamis portal through the provided DWP landing page, and to comply with all attendant registration instructions. The system will cover a broad geographical area, represented by the International Territorial Levels (ITLs) geography which replaced the NUTS system, ensuring that work‑focused activities can be delivered to local clusters across the UK.

The contract is open to small and medium‑sized enterprises as well as voluntary, community, and civic sector organisations. Participation will be managed through the Atamis platform, with all suppliers required to maintain their accounts and respond to communications electronically. The procurement will be administered under a light‑touch regime in accordance with Regulation 74 of the Public Contracts Regulations 2015.

ASC23043 - Positive Behaviour Support Supported Living Services in Herefordshire & Worcestershire DPS

The contracting authorities, Worcestershire County Council and the NHS Worcestershire and Herefordshire Integrated Care Board, are establishing a Dynamic Purchasing System (DPS) to procure Positive Behaviour Support (PBS) supported‑living services across Herefordshire and Worcestershire. The DPS invites suitably experienced, qualified and appropriately accredited suppliers to pre‑qualify for a service contract that will provide tailored, behaviour‑positive care and support for individuals requiring residential support in the two counties.

The procurement is organised as a three‑stage process. In Stage 1 suppliers complete a Supplier Self‑Qualification (SSQ) questionnaire to demonstrate that they meet the required selection criteria and minimum standards. Successful applicants then move to Stage 2, where a concurrent evaluation of the SSQ responses and further documentation determines eligibility to be placed on the DPS. Suppliers who pass Stages 1 and 2 are admitted to the DPS and will subsequently be invited to compete in Mini Competitions for scheme or cluster placements or in Referrals for individual placements. Because the DPS operates under a Light‑Touch Regime—a modified restricted procedure governed by the Public Contracts Regulations 2015—only suppliers who satisfy the selection requirements are eligible for evaluation or subsequent opportunities.

All suppliers must satisfy the selection criteria and minimum standards outlined in the SSQ Questionnaire and comply with the Light‑Touch Regime under Public Contracts Regulations 2015.
