Dublin City Council is establishing two four‑year multi‑party framework agreements—Lot A and Lot B—to deliver a substantial programme of design‑and‑build housing projects for the 2026–2030 period. The programme will provide approximately 4,000 units across 26 identified sites, with the possibility of adding further sites over the life of the frameworks. Contractors awarded a framework will be able to award call‑off contracts to complete parts of the housing programme, with the first call‑off contract expected to last approximately 24 months. The duration of each framework is 48 months, and the required construction inflation adjustments will be applied over the contractual term. Pre-commercial Procurement of an innovative Systemic Sustainability Transition Solution for Health Care Organisations (suHCO)

The procurement concerns the pre‑commercial acquisition of research and development services to create an innovative, systemic sustainability transition solution for health care organisations, known as suHCO. The objective is to design, prototype and validate an AI‑enabled digital platform that empowers healthcare providers in Spain, Italy and Wales to evaluate their environmental performance, pinpoint improvement opportunities, and orchestrate change management initiatives. The solution must incorporate sustainability knowledge, regulatory requirements, international standards, best practices and relevant data sources, offering users tailored guidance suited to each organisation’s operational context. It is intended to support sustainable procurement, impact assessment, reporting activities and the broader organisational transition toward more environmentally responsible models, thereby aligning with European health systems’ sustainability goals.

The development process will be carried out in a phased, competitive manner, with suppliers awarded parallel R&D contracts that span solution design, prototype development and the original creation and validation of low‑volume products or services. After each phase, interim evaluations will select the highest‑performing proposals, allowing the most promising developers to secure subsequent contracts. The resulting intellectual property will belong to the contractors, enabling them to pursue market exploitation beyond the scope of this procurement. Development activities are primarily required to take place within the European Union or associated countries, with no services performed by entities subject to EU restrictive measures.

The platform must be tested and validated in real healthcare settings across Catalonia, West Wales and Treviso, ensuring relevance, usability and scalability. At least 50 % of the total R&D activities shall be carried out inside the EU or countries associated with the Horizon Europe Programme.

Pre-commercial Procurement of an innovative Systemic Sustainability Transition Solution for Health Care Organisations (suHCO)

The tender concerns a pre‑commercial procurement (PCP) under the Horizon Europe programme (Grant Agreement No. 101226802) that seeks to create an innovative Systemic Sustainability Transition Solution for Health Care Organisations (suHCO). The project brings together health and care organisations from Spain, Italy and Wales to support their transition to more environmentally responsible operating models through an AI‑enabled digital platform. The buyers—Consorci de Salut i d’Atenció Social de Catalunya and their partners—will award research and development (R&D) services in a phased approach, with selected contractors progressing through solution design, prototype development and initial validation and testing of a limited volume of the first products or services.

The procurement specifically requests R&D expertise to design, prototype and validate a platform that assesses healthcare organisations’ sustainability performance, identifies improvement opportunities, facilitates planning and action implementation, monitors progress and supports evidence‑based decision‑making. The platform will integrate sustainability knowledge, regulatory requirements, environmental and health and safety standards, best‑practice guidance and external data sources to provide users with tailored, actionable recommendations. It must also encompass sustainable procurement processes, impact assessment, reporting activities and organisational change management, and will be evaluated in real healthcare environments in Catalonia (Spain), West Wales (UK) and Treviso (Italy) to verify relevance, usability and scalability.

All R&D activities will be carried out primarily within the European Union or in countries associated with the Horizon Europe Programme, with a requirement that at least 50 % of the total value of the R&D takes place in the EU or associated countries, and must comply with EU sanctions and prohibition of work by entities or procurement from restricted nations.
