Independent Supported Living Service for Adults with High Level Needs Flexible Framework
South Tyneside Council is establishing an open flexible framework agreement to secure a network of providers capable of delivering high‑quality independent supported living services for adults with high‑level care and support needs. The agreement is divided into two distinct lots: Lot 1 targets individuals with learning disabilities and/or neurodevelopmental disorders, while Lot 2 focuses on those requiring support for mental health conditions. Each lot will initially run for 48 months, with the possibility of two additional 24‑month extensions beginning on 1 July 2024, and will be available for continual application by providers every three months throughout the life of the contract. Providers are invited to express interest via the NEPO ProContract system, submit a formal application, and, upon successful assessment, gain placement on the framework list, from which the council will issue call‑off contracts in accordance with the agreed terms.
The procurement demands that all participating providers hold current Care Quality Commission (CQC) registration for personal care provision tailored to the specific client group and possess a demonstrable track record of delivering comparable services. All bids must be submitted in English, and the framework will remain open for new applications until 30 June 2028, with a scheduled re‑opening every three months to welcome additional providers. Providers that meet the eligibility criteria will be assessed on their capacity to comply with the council’s service specifications and regulatory obligations.
Providers must hold current CQC registration for personal care provision and demonstrate a proven record delivering similar services.

30 Jun 2028NUT, STEM RETAINING
The solicitation concerns the procurement of stem retaining nuts designated as item 22A in Naval Sea Systems Command drawing 845‑4558769. These nuts are to be installed in critical shipboard systems where failure could lead to severe personnel injury, loss of life, or loss of the vessel, and are therefore classified as Special Emphasis material. The contract requires that each nut be manufactured from ASTM‑B505 alloy C90300, with quantitative chemical and mechanical analysis performed on every piece, and that certifications accompany each shipment to demonstrate compliance with the applicable specifications and drawings.
Suppliers are obligated to maintain traceability throughout all stages of production and any subcontracted operations. Each lot must receive unique traceability markings that affix to the material and correspond to material certification test reports, which must be signed and dated by the contractor and cannot be transcribed. Visual inspection, thread inspection per FED‑STD‑H28 (or approved ASME B1 equivalents), and O‑ring groove verification according to the invoked Navy and shipyard standards are mandatory. All documentation, including quality system records, inspection records, and electronic signatures, must be available for government review, and the prime contractor must conduct 100 % inspection of traceability markings and certification data before acceptance, with no allowance for defects in the final lot.
All tests, inspections, and certifications must meet the standards specified in the contract, with the final certificate of compliance affirming conformity to the design, material, and procedural requirements.

27 Jul 2026THREAD PIECE,UNION
The solicitation addresses the procurement of 1/4‑inch nominal pipe size threaded pieces (UNION) that shall conform to Navy drawing 1385884, piece 1, and shall be fabricated from MIL‑C‑15726 or MIL‑C‑24679 alloy C71500. These components are designated as Level I Special Emphasis material because their failure would jeopardize shipboard personnel and systems; consequently they are subject to stringent traceability, material certification, and inspection controls. The contractor must submit quantitative chemical and mechanical analysis, non‑destructive test certifications for welds or repairs, and all required objective quality evidence (OQE). Inspection requirements include O‑ring groove and sealing surface examination under the General Acceptance Criteria, thread evaluation using FED‑STD‑H28 system 21 (replacing system 22 when permissible), and verification that all markings are permanent and legible in accordance with MIL‑STD‑792. All welds and brazes invoked under the solicitation must comply with S9074‑AR‑GIB‑010A/278 or 0900‑LP‑001‑7000, with welding procedure and qualification data submitted for approval prior to execution. Traceability shall be maintained from raw material heat lot to finished part, and the contractor must provide a Certificate of Compliance that references the individual item’s marking, NSN, and the outcome of all prescribed tests. The contractor’s quality system must be ISO‑9001 compliant, with calibration governed by ISO‑10012 or ANSI‑Z540.3, and must be available for audit by the Navy’s Quality Assurance Representative. All data, including electronic signatures, must meet the authentication and revision control requirements stipulated in the solicitation. The procurement requires compliance with MIL‑STD‑H28, MIL‑C‑15726, MIL‑C‑24679, and ISO‑9001.
