Contract Notice
The UK Health Security Agency (UKHSA) is seeking to establish a Dynamic Purchasing System (DPS) for the supply of COVID-19 vaccines. This system will create a pre-qualified pool of suppliers who can be called upon to bid on future vaccine tenders over a period of four years, from 2024 to 2028.
The annual requirement for COVID-19 vaccines will be determined by the Department of Health and Social Care (DHSC) and UKHSA based on advice from the Joint Committee on Vaccination and Immunisation (JCVI). Suppliers joining the DPS must be capable of providing a range of vaccine types suitable for different age groups and risk profiles.
The total value of procurements through the DPS is estimated at ÂŁ1 billion (excluding VAT), representing the maximum potential spend over the four-year period. It is important to note that UKHSA is not obligated to conduct any further tenders or purchase a minimum volume of vaccines through the DPS. Suppliers interested in joining the DPS must apply via the Atamis eTendering system. Only suppliers accepted onto the DPS will be eligible to bid on future vaccine tenders.

3 Aug 2032National Framework for Developer-Led Schemes
The National Framework for Developer‑Led Schemes will provide a four‑year closed framework for the procurement of developers capable of delivering projects across all types of construction and premises for both public and private sector clients. The framework is intended to enable a range of clients to engage developers or development management services through a single, efficient procurement channel, thereby supporting the delivery of new schemes in a streamlined, consistent manner.
Under the framework, several distinct lots allow clients to purchase specialised expertise at different stages of a development. Lot 1 supplies development consultants to conduct early‑stage design work up to RIBA Stage 1, while Lot 2 engages legal providers to deliver the full suite of development‑related legal services tailored to project size and complexity. Lots 3 to 6 focus on establishing long‑term contractual relationships and corporate structures such as joint ventures, limited liability partnerships or special purpose vehicles, and they support the creation of development agreements for site‑by‑site or phased programmes. Lot 7 provides development management services, allowing a designated organisation to take on the full development of a scheme and hand it to the client for subsequent works or services.
All services must be delivered in accordance with English law, with provisions for Scottish law where applicable, and the suppliers must employ only qualified and competent professionals.

3 Jul 2026Establishment of a dynamic procurement scheme (DIO) for consultancy consultancy services in the technical sector.
The dynamic procurement scheme that Telemark Innkjøpssamarbeid is establishing is intended for the supply of specialist consultancy services in the technical sector for a cluster of municipalities in Telemark. The scheme will operate as a two‑stage process, beginning with a qualification phase that allows suppliers to demonstrate competence in one or more of the twenty‑four defined disciplines. Once qualified, suppliers will be invited to compete in “mini‑competitions” that are triggered on a demand‑basis by the participating municipalities.
The twenty‑four disciplines cover a broad spectrum of architectural, engineering and environmental expertise, ranging from architectural and civil‑architectural services to specialist disciplines in HVAC, waterworks, electro‑mechanics, geotechnical engineering, acoustics and land acquisition, among others. Qualified firms may offer services across multiple disciplines, but each discipline is judged and contracted independently. The system is designed to allow new qualified suppliers to be engaged for as long as the scheme remains active, providing flexibility for municipalities to address changing technical needs over time.
All consultancy services supplied under this scheme must meet the applicable Norwegian regulations and professional standards for the respective technical disciplines.

11 Jan 2032Dynamic purchasing system (DPS) for leasing and purchasing of new and used vehicles
The Telemark Innkjøpssamarbeid consortium, representing several municipalities in Telemark, has introduced a dynamic purchasing system to acquire and lease passenger cars, multi‑purpose vehicles, goods vans under 3.5 tonnes, and minibuses with up to 17 seats. The scheme covers both new and used vehicles, allowing municipalities to choose the most suitable option for each transport need while prioritising climate‑friendly alternatives. The contracting authority is explicitly seeking fossil‑free vehicles—emission‑free, hybrid, electric, hydrogen or gas models—whenever they meet the essential operational requirements, and is increasingly open to adopting used vehicles as part of a circular economy strategy.
In addition to vehicle acquisition, the dynamic procurement framework will cover ancillary services such as service agreements, post‑warranty repairs and spare parts, tyre storage and replacement, loan or hire vehicles, and coordinated delivery and collection for maintenance activities. Qualification for suppliers requires delivery capabilities and workshop presence within specified geographical zones, with notification of opportunities sent through the Artifik platform once a zone is qualified. The vehicle fleet must comply with the principle that fossil‑free options are preferred whenever feasible and that circular economy principles are respected for used fleet integration.
